Assignment Brief

UNDP will rehabilitate 300 schools and around 250 medium scale infrastructure projects including Health and Social service Facilities, Drinking Water Supply schemes, Rural Link Roads Causeways, small bridges, Irrigation Channels and various other in Khyber, SWA, NWA, Orakzai & Kurram agencies in support of UNDP Sustainable Return and Rehabilitation Strategy. The responsibility of Civil engineer would be to check approved cost estimate versus actual work done, detailed measurement of work executed, quality validation, prepare detailed architectural & structural drawings, BOQs, specifications and engineering estimates of these 300 schools and 250 infrastructure projects. Various spot checks needs to be performed at various time and close scrutiny of contractors are required with regard to actual work done versus cost estimates and quality validation.

The candidate should possess a minimum Bachelor degree in Civil Engineering along with relevant experience in design of civil structures including infrastructure services such as buildings, water supply & sanitation.

Expected Outputs and Deliverables

  • Structural designing and BOQ’s (Bill of Quantities) preparation and engineering estimates for the proposed sub projects.
  • Presenting final proposal to the senior manager for approving and commencing construction work.

  • Carry out damage assessment and submit inspection reports to senior manager of various infrastructure schemes.

  • Preparing Estimates and drawings as per technical specification ensuring adherence to applicable construction and/or engineering standards and that works are completed to the highest standards.

  • Produce high quality pictures of rehabilitation sites as per donor requirements.

  • Assist in building and developing capacity of other technical personnel in assessment and supervision techniques including good practices and troubleshooting methods.

  • Timely and accurate reporting to stakeholders on project progress and Quality of work.

  • Verifying contractors bill of quantities and documenting with a proof.

  •  Conduct technical surveys for Community Infrastructure Projects.
  • Support all stakeholders of the project  in technical matters such as reviewing and approving surveys, studies and master plans, subproject final designs, BoQs (Bill of Quality), construction drawings and estimates, approving contractor’s works, review of variations, extra items and claims.
  • Experience and knowledge on project cycle management and Planning, Monitoring, Evaluation and Transferring into action (PCM).
  • Coordinate Meetings with District Coordination Officer, Political Agent, Assistant Political Agent, Agency Officers, and project Management Unit related staff.
  • Generate construction reports on weekly and monthly basis (and more frequently, when conditions so require) according to established criteria and schedules.
  • Any other duty assigned by Senior Management.

Qualifications and Experience

  •  Minimum Bachelor’s degree in Civil or Geo technical Engineering. Must be having active membership with PEC.
  •  Experience in similar monitoring of civil Infrastructure works and have worked for leading donor agencies like World Bank, Asian Development Bank, AUSAID, DIFID on monitoring community infrastructure projects.
  • Fresh students can be considered however relevant experience in design of civil structures including infrastructure services such as roads and highways, water supply & sanitation and solid waste management is desirable.
  • Willing to stay and travel extensively in FATA and KP provinces of Pakistan.
  • Outstanding project management skills, experience in developing work plans using Microsoft Project or Primavera.
  • Outstanding communication (both writing & speaking skills) in English.
  • Possess excellent report writing skills.

Together with the FATA Secretariat, UNDP led the consultative process of developing two-year FATA Sustainable Returns and Reconstruction Strategy (FSRRSI (www.FATAsecretarait,org), This strategy, approved and launched by Governor Khyber Pakhtunkhwa and FAT A, provides the overarching framework for supporting the returns, recovery and rehabilitation of the returning Temporarily Dislocation Population (TDPs) through five pillars: i) Rehabilitation of physical infrastructure ii) Strengthening law and order iii) Expanding government service delivery iv) Reactivating and strengthening the economy and v) Strengthening social cohesion and peace building.
