Led by Abt Associates, the Sustaining Health Outcomes through the Private Sector Plus (SHOPS Plus) project is USAID’s flagship initiative in private sector health. In close coordination with implementing partners leading other USAID-support programs, SHOPS Plus Pakistan anticipates implementing the following activities in priority districts of Khyber Pakhtunkhwa (KP) province:

  • Providing targeted TA to implementing partners and public sector stakeholders to conduct a private facility census;
  • Scaling-up effective promotion and use of zinc and oral rehydration salts (ORS) for the treatment of childhood diarrhea via social and behavior change communication (SBCC) activities that target both providers and caregivers;
  • Supporting the promotion of chlorhexidine digluconate (CHX) in the private sector for newborn umbilical cord care; and
  • Generating knowledge about the current and potential role of the private health sector in improving health outcomes via a private facility assessment and assessment of private pharmacies.

SHOPS Plus Pakistan is seeking a Local Country National to serve as the project's Country Representative. The position is based in Islamabad and requires some travel to priority districts in KP. The Country Representative is responsible for ensuring that the SHOPS Plus project team provides high-quality technical products and services, monitors and delivers required results, and uses resources efficiently. S/he will provide oversight for work plans, annual reports, and project documents, and ensure that all program activities and operations meet Abt Associates and USAID requirements. S/he will report to the US-based Asia Regional Manager to ensure proper coordination and communication for successful project implementation.

Specific responsibilities include the following:

  • Provide overall strategic direction, management, and technical leadership to SHOPS Plus Pakistan program;
  • Liaise with USAID, USAID implementing partners, appropriate Departments of Health, and other stakeholders on program implementation to ensure a collaborative and complementary program;
  • Track progress of project deliverables and results and ensure proper documentation of workplan status to home office and USAID/Pakistan;
  • Support efforts to track and report monitoring indicators, synthesize findings, and communicate key findings to SHOPS Plus Staff and USAID/Pakistan;
  • Manage project staff, ensuring that SHOPS Plus runs smoothly;
  • Ensure the timely preparation and submission of quarterly reports, annual reports, and other deliverables specified in the agreement;
  • Represent SHOPS Plus at appropriate meetings and conferences.

Qualifications

  • Master’s Degree in Public Health, Business Administration, Finance, or other related filed
  • Minimum of ten (10) years of relevant professional experience in public health, social or commercial marketing, advertising, or private sector health program or business management
  • Experience developing project vision, aligning key stakeholders around that vision, and assuring that the vision is translated into implementable strategies
  • Knowledge of Pakistan’s pharmaceutical sector desirable
  • Demonstrated understanding of USAID requirements and programs
  • Experience with program monitoring and evaluation desirable
  • Experience developing and implementing private sector strategies to introduce and/or scale up health products and improve private provider knowledge preferred
  • Experience interacting with host county governments and counterparts and international donor agencies at high levels
  • Excellent organizational and planning skills, with demonstrated attention to details
  • Demonstrated leadership skills
  • Proven professional experience in Pakistan
