Background

Pakistan is prone to a multitude of natural and human-induced hazards, including floods, droughts, cyclones, earthquakes, environmental degradation, and climate change, to name but a few. These hazards have resulted in disasters of varying magnitudes in the past, affecting the lives and livelihoods of people. The earthquake of 8th October 2005 highlighted Pakistan's vulnerability to disaster risks. This was also evident during the devastation from the floods in 2010, 2011, and 2012. These disasters continue to frustrate the development efforts and challenge the poor people/government's capacities to respond. Among all types of natural disasters, Pakistan experienced floods most frequently, with earthquakes causing maximum loss of lives and droughts affecting a large number of people.

In the wake of the 2005 earthquake, the NDM Ordinance was promulgated in December 2006, later enacted as NDM Act in 2010 by the Parliament. Under the Act, a three-tiered disaster response system was created. At the Federal level, the NDMA was established in 2007 as a lead agency at the Federal level to implement, coordinate and monitor the whole spectrum of disaster management. At the provincial level, the PDMAs were formed, who are responsible for coordination in respective provinces and are also responsible for implementing policies and plans for emergency response in their respective areas. At the district level, DDMAs were established in all the districts across Pakistan for responding to emergencies/disasters at the local level.

Country’s disaster preparedness efforts are aligned with Sendai Framework for Disaster Risk Reduction (2015-2030). National Disaster Risk Management Framework (NDRMF, 2007-2012) that outlined a comprehensive national DRR agenda was the first document formulated, followed by National Disaster Response Plan (NDRP) 2010/2019, National Disaster Management Plan (NDMP) 2013 and National Disaster Risk Reduction (DRR) Policy 2012.  

NDM Act 2010 clause 16 (2), envisaged formulation and implementation of Provincial Policy and Plans on disaster management by the P/S DMAs. Though some of the provinces have developed the provincial plans and some of the district plan, however the work is still ongoing. To support the government for an effective response during the course of emergencies, PRP will facilitate PDMA (KP) and SDMA in formulation of provincial/ state disaster response plans align with NDRP 2019, with clear roles/ responsibilities of all stakeholders and a well-defined coordination mechanism. In addition, development of emergency response plans for District Swat in KP and District Hattain in AJK will also be supported to ensure adoption of a systematic approach at local level during emergencies.

Objective of Activity

General Objective:

“Develop comprehensive provincial/state response plans align with NDRP 2019 for Province of KP and State of AJK and emergency response plans following from provincial/state plans for District Swat (KP) and District Hattain (AJK) with clear roles /responsibilities of different stakeholders and well defined coordination mechanisms for immediate response and fast track rehabilitation”.

Specific Objectives/Scope of Work

·       Review of existing documents available with the P/S DMAs and DDMAs.

·       Formulation of an easy to comprehend and easy to refer format, noncomplex in nature. 

·       The Plan should address: -

·       Three/two tier response levels i.e. communities, districts and provincial for provincial and communities and districts for district plans.

·       Disaster preparedness aspects to include range of structural and non-structural measures.

·       Aspects relevant to climate change adaption (where applicable).

·       Protection and gender mainstreaming issues.

·       Inter department coordination mechanism at provincial and district level and also delineate the coordination mechanism involving UN, national and international humanitarian organizations (I/NGOs) and media

·       Multi hazard management approach to be ensured in planning and response paradigm.

·       Utilize knowledge of hazard risk assessment studies undertaken by NDMA/PDMAs and other development partners.

·       Formulation of institutional Disaster Risk Management (DRM) Guidelines, aligned with ground realities for preparedness, response, rescue, relief, early recovery and damage assessment against all natural & manmade disasters based on best international practices as well as indigenous experience.

·       Lay down clear roles and responsibilities of various government departments/ agencies, district governments and other stakeholders.

·       Experiences of past disasters must be incorporated in wholesome.

·       Must be coherent with National Disaster Management Act 2010/Provincial Disaster Management Act (where available).

·       No digression from NDRP and NDMP and aspects related to DRM as defined in NDMP must be included where required

·       Must be developed through a consultative effort incorporating inputs/feedback of relevant provincial, district and non-government stakeholders.

Deliverables

a.       Submission of detailed work plan with timelines.

b.       Developing and submit study outlines and data collection tool for approval by the PRP team.

c.       Submission of initial draft plans with clear roles and responsibilities of different stakeholders and a well-defined coordination mechanism.

d.       Submission of final plans after incorporating feedback from PRP team.

Time Line

The time to complete the assignment is 02 months.

Skills & Expertise

In order to undertake this assignment, the consultant should have the following qualification/skills: -

·       A minimum of a Master’s degree in Disaster Management/ Environmental Sciences or social science.

·       Sound knowledge of disaster risk management and history of DRM/ responses in Pakistan

·       Good understanding of humanitarian architecture and coordination system as well as clusters approach

·       Individual remained associated with NDAM/ PDMA/ UN will be accorded priority

·       Experience in developing policy documents

·       Preferably having international working experience

·       The ability to write excellent simple, clear English

·       Good verbal and other communication skills

·       Timeliness in the production of deliverables is essential
