Purpose of Consultancy

The purpose of this consultancy is to develop two referral directories for Karachi and Quetta districts in Sindh and Balochistan provinces respectively. The directories will provide quick links and contact details to people in emergency and in need to seek support in terms of rehabilitation, protection, VAW/GBV, child sexual abuse, People With Disabilities (PWDs), Transgenders and The referral pathways/directories will entail consensual, shareable and publishable information of protection services the concerned departments/organization, public or private stakeholders are offering to respond to multifaceted impact of Covid-19. The mapping of services will be exhaustive and not limited to only medical emergency services. It will include mapping of services provided by media, hospitals, Women Development Department, Social Welfare Department, NGOs, INGOs, PDMAs and DDMAs to aforementioned segments of society. The mapping of services exercise will include development of tool which will comprise of seeking information on which(type), where (geographical coverage), how (process/procedures, time duration, contact details, and. The referral pathways directories will support effective and efficient collaboration among the multiple service providers at district level in Karachi and Quetta. The consultant will extensively coordinate with provincial coordinators of SPO team to organize consultations/meetings with service providers, field interviews, and collate existing referral practices either in person and/or remotely whichever mode is convenient.  However, the written consent of service providers is mandatory requirement to include their information in the directories.

The produced directories will be handed over to the concerned departments for their response and communities so they can reach out to respective departments/access services when they are in need.

Background Information:

Strengthening Participatory Organization (SPO) is a rights and responsibilities-based organization serving to improve the well-being of communities and citizens of Pakistan by creating their awareness to basic rights and ensuring their access to those rights. We envision “a democratic, socially just and ecologically sustainable society” with a mission to support and strengthen disadvantaged communities and public interest institutions for sustainable development.

Over the last 25 years, SPO has grown into a leading Pakistani civil society organization with a broad programmatic portfolio that includes Social and Economic Development including Health, Education and Water and Hygiene, Climate Change Adaptation, Cultural Diversity and Tourism Promotion and Digital Knowledge Transformation.

SPO is implementing a project on “Mental Health & Psycho-Social Support (MHPSS)” in District Quetta and Karachi East. The aim of the project is to provide psycho-social support to the communities and survivors of COVID-19. It is also envisioning to setup a community-based protection monitoring mechanism and two-way communication digital and non-digital hub to maximize the awareness regarding Protection concerns associated with Covid-19 and connect people with the direct service providers.

Scope of Work & Deliverables:

The consultant will be required to perform the following tasks:

I.           Inception meeting with regional team of SPO to deliberate on scope of work, lay out of the directory, and drafting of research tools.

II.         Submission of an inception report containing the methodologies considering the COVID-19 context along with a detailed work plan.

III.       Desk review of existing service directories and referral mechanisms in Pakistan, especially in Karachi and Quetta.

IV.       Development of referral pathway directories in Urdu and English for Quetta and Karachi districts. The consultant will be required to work in both Quetta and Karachi.

V.         In addition to the national referral guideline, there will be a set of recommendations for service improvement based on the gaps identified during the service mapping and the developed referral protocol.

VI.       The consultant will visit concerned departments, organizations and other service providers working on COVID-19 pandemic to collect information regarding already existing services.

VII.     The consultant will hold meetings with the concerned stakeholders for the preparation of referral pathway directory.

VIII.   The consultant would be required to update/upgrade the information in April-May and finalize the document.

IX.       Share the final version of the directory at the end of the consultancy period in June 2021.

However, the first part of the directory will be developed in the month of February and March 2021.

Qualification and Experience

The consultant should have the following qualification and work experience.

1.      Master’s degree or higher in   Public   Policy, Social Sciences, Public     Administration/   Business Administration or Law Graduate with a master’s degree from a recognized university.

2.   At least ten years of demonstrable work experience in the public/private sector and similar nature of consultancy services.

3.    Past experience and coordination with government departments of Balochistan and Sindh will be highly desirable.
