Consultant - Nature-Based Solutions (NbS) Specialist

The Nature-Based Solutions (NbS) Specialist will provide specialized technical expertise for the design, validation, and implementation of ecosystem-based adaptation interventions in Swat District. The specialist will ensure that all NbS interventions are technically strong, aligned with global best practices, and contribute to climate resilience, socio-ecological stability, peace and social cohesion. The role includes quality assurance of NbS design, community-level technical support, and integration of ecosystem approaches across the project.

The Nature-Based Solutions (NbS) Specialist will serve as the primary technical expert for climate-resilient adaptation interventions in Swat District, providing specialized expertise for all aspects of NbS planning, design, implementation, and monitoring. The specialist will participate in participatory planning sessions to help communities finalize gender-responsive and inclusive Local Adaptation Plans (LAPs) aligned with Pakistan's National Adaptation Plan (NAP) 2023 and Nationally Determined Contributions (NDCs). The consultant will provide technical guidance to ensure all LAP interventions, particularly nature-based solutions are technically strong, aligned with global best practices, and feasible for community implementation. The specialist will support the project team in securing government approval of LAPs from local authorities, provide on-site technical support during implementation, develop case studies documenting best practices and lessons learned, and contribute to regional knowledge sharing platforms. The role encompasses technical design, quality assurance, community capacity building, government liaison, and knowledge documentation throughout the 14-month project period.

Participatory Planning and LAP Finalization:

• Conduct rapid technical assessments for NbS interventions in collaboration with communities and the Project Coordinator, assessing technical feasibility, resource requirements, and environmental appropriateness
• Participate actively in all 6 participatory planning sessions with community members, Union Council representatives, and government officials to co-develop Local Adaptation Plans
• Provide technical inputs during planning sessions on the feasibility, effectiveness, and sustainability of proposed adaptation interventions
• Support communities in prioritizing adaptation actions based on technical strength, resource requirements, and climate resilience potential
• Ensure all proposed interventions in LAPs are technically sound, aligned with NAP 2023 and NDC priorities, and incorporate nature-based solutions where appropriate
• Support development of detailed activity descriptions, implementation procedures, resource requirements, and timelines for each LAP action
• Provide written technical assessment and validation of draft LAPs before finalization
• Support project team in incorporating government feedback and ensuring alignment with district-level development plans.

Government Liaison and LAP Approval:

• Support project team in presenting finalized LAPs to Provincial and District Disaster Management Authority (PDMA), Forest Department, Agriculture Extension, and other relevant government departments
• Provide technical justification and rationale for proposed interventions to government officials
• Support incorporation of government technical feedback into final LAP versions
• Facilitate dialogue between communities and government on implementation arrangements, resource sharing, and institutional coordination
• Support securing formal government approval and endorsement of LAPs from district authorities.

Community-Level Technical Support and Capacity Building:

• Organize and deliver community training on NbS principles, design, implementation, and maintenance in simplified, accessible language with visual aids
• Conduct on-site technical guidance during critical implementation phases (site preparation, planting, establishment, maintenance) with field visits
• Provide hands-on technical mentoring to community members, farmers, and Community Resilience Committee leaders on sustainable management and monitoring
• Troubleshoot technical and implementation challenges in real-time and provide adaptive solutions based on field experience
• Support community understanding and ownership of technical approaches through participatory learning and demonstration activities
• Ensure communities are equipped with knowledge and skills for long-term management and monitoring of implemented NbS.

Technical Design and Validation of NbS Interventions:

• Conduct rapid technical assessments of proposed NbS interventions in consultation with communities, Team Leader and Project Coordinator, evaluating technical feasibility, resource requirements, environmental appropriateness, and co-benefits
• Validate proposed NbS interventions against NAP 2023 priorities, NDC climate adaptation targets, and international best practices in ecosystem-based adaptation
• Develop detailed technical design guidelines and specifications for 2-3 priority NbS interventions
• Provide written technical validation reports with design recommendations, site-specific specifications, and implementation procedures for each NbS
• Ensure alignment of NbS design with local agro-ecological conditions, community livelihood priorities, and long-term environmental sustainability.

Implementation Support and Quality Assurance:

• Establish clear quality standards for NbS implementation (e.g., planting specifications, spacing, maintenance schedules, survival rate targets >70%)
• Conduct periodic field monitoring visits during implementation phases to assess quality, community participation, and adherence to technical standards
• Provide quarterly implementation reports documenting implementation quality, community participation, challenges faced, adaptive management responses, and recommendations
• Support community-based environmental monitoring of NbS tracking survival rates of planted species, water availability improvements, soil conservation, and other biophysical indicators
• Assess social outcomes related to livelihood diversification, income generation, household food security, and community satisfaction with interventions
• Provide mid-term and end-term technical evaluations of NbS effectiveness and environmental outcomes.

Documentation and Case Study Development:

• Develop 4 comprehensive case studies (3,000-4,000 words each) documenting the LAP Development Process, Community Participation, Technical Design and Implementation of Priority NbS Interventions, Community-Based Monitoring and Adaptive Management, Outcomes, Lessons Learned, and Sustainability Prospects etc.).
• Document NbS design rationale, community engagement approaches, implementation processes, and lessons learned in case studies
• Prepare policy-relevant technical briefs (3-5 pages each) on NbS effectiveness, lessons learned, and recommendations for regional adaptation and scale-up
• Contribute regularly to regional NbS knowledge platform, community of practice forums, and webinars
• Develop knowledge products suitable for policy audiences, practitioners, and communities.

Sustainability and Environmental Integration:

• Ensure all NbS interventions include clear sustainability mechanisms, community-based maintenance plans, and institutional arrangements for long-term stewardship
• Support establishment of community monitoring systems for ecosystem services, hydrological benefits, livelihood outcomes, and environmental indicators
• Integrate biodiversity conservation and ecosystem restoration principles into all NbS design
• Assess potential co-benefits of proposed NbS for water security, soil conservation, livelihood diversification, income generation, and household food security
• Provide guidance on climate-resilient species selection, appropriate planting densities, agroforestry models, and ecological restoration approaches suitable to Swat's mountain context.

Key Deliverables:

• Participation in Participatory Planning Sessions - Active participation in 6 participatory planning sessions providing technical inputs on proposed interventions and LAP development
• Technical Assessment and Validation Reports - Written validation of 2-3 proposed NbS interventions with design recommendations (10-12 pages each)
• LAP Technical Approval Report - Written technical assessment and validation of draft LAPs confirming alignment with NAP 2023, NDCs, and technical feasibility
• Government Liaison Support - Support for LAP presentation to government departments and incorporation of government feedback for formal approval

• On-Site Technical Support and Implementation Guidance - Minimum 6 field visits during critical implementation phases with technical problem-solving and community mentoring
• Quality Monitoring and Implementation Reports - Quarterly reports documenting implementation quality, community participation, challenges, and adaptive management recommendations (10-12 pages each)
• Case Studies (4 comprehensive case studies) - Comprehensive case studies (3,000-4,000 words each) documenting NbS design process, implementation approaches, outcomes, and lessons learned.
• Technical Briefs and Knowledge Products (3-4 briefs) - Policy-relevant briefs (3-5 pages each) on NbS effectiveness, lessons learned, and recommendations for regional adaptation
• Mid-term and End-term Technical Evaluations - Technical evaluation reports assessing NbS environmental outcomes, community satisfaction, and long-term sustainability prospects
• Contribution to Regional Knowledge Platform - Regular contributions to the community of practice forums, webinars, and knowledge sharing events on NbS implementation and learning

Requirements and Qualifications:

• Master's degree in Environmental Science, Forestry, Watershed Management, Agriculture, Ecology, or related field
• Bachelor's degree with 8+ years of professional experience in NbS implementation as an alternative.

Professional Experience:

• Minimum 8-10 years of professional experience in nature-based solutions, ecosystem-based adaptation, or environmental management
• Demonstrated experience in the design and implementation of NbS interventions in mountainous or flood-prone environments
• Proven experience providing technical support to community-based environmental and adaptation projects
• Experience in Pakistan's Hindu Kush Himalaya region, or similar mountain ecosystems in South Asia preferred
• Familiarity with Pakistan's National Adaptation Plan (NAP 2023), Nationally Determined Contributions (NDCs), and global NbS frameworks
• Experience with international organizations such as GCF, GEF, World Bank etc. or bilateral climate adaptation programs valued
• Published work, technical reports, or case studies on NbS implementation demonstrating technical competency

Skills and Competencies:

• Deep technical expertise in one or more NbS interventions
• Comprehensive understanding of ecosystem services, biodiversity conservation, and ecosystem-based adaptation principles
• Strong ability to translate complex technical concepts into community-friendly language and simplified training materials
• Excellent analytical and problem-solving skills with ability to adapt technical approaches to local contexts
• Strong community facilitation and training skills with experience engaging diverse stakeholders
• Experience in participatory design and implementation of community-based natural resource management projects
• Fluency in Urdu and basic Pashto language proficiency; English proficiency (written and oral)
• Proficiency in data analysis, GIS mapping tools, and environmental monitoring methodologies
• Experience with participatory monitoring and community-based assessment approaches
• Excellent report writing and technical documentation skills
• Ability to produce high-quality visual materials (maps, diagrams, illustrations) for training and knowledge sharing
