PART 1 – JOB DESCRIPTION

 

JOB OVERVIEW  

The Finance Assistant will assist the Finance Officer in managing finance functions at the project site. Finance Assistant has particular responsibility for financial administration, maintaining policies according to Tear fund policies.  

POSITION IN ORGANIZATION 

  • Grade: B4
  • Reports to the Finance Officer

ORGANIZATIONAL REQUIREMENTS

CORPORATE POLICIES, MANAGEMENT SYSTEMS AND PROCEDURES 

  • Undertake all activities in accordance with internal management systems, operating procedures and policies and programmatic protocols; support team and organizational efforts to maintain compliance 
  • The position holder will be expected to adhere to Tear fund's Quality Standards as and when required

KEY RESPONSIBILITY 

  • Assist in day to day management of finance functions, including oversight of cash disbursements, cash receipts, banking, and petty cash management, collection and payment of relevant taxes to local authorities and other finance related tasks.
  • Preparation of timely and accurate cash transfer requests
  • Reconcile bank, safe & petty cash accounts, following up on discrepancies as required.
  • Monitor staff expense (advance) accounts, resolving discrepancies and ensuring staff are appropriately accounted for all expenditure.
  • Establish an effective filing system that provides easy access to finance-related information and proper documentation of all financial and contractual transactions.
  • Prepare and process staff payment, payments to the vendors, settlement of staff advances
  • Assist Finance officer / Grant Coordinator in calculating taxes while disbursing payments to the vendors and other stakeholders.
  • Assist in maintaining a set of complete and accurate financial records, including all relevant supporting documentation for UKAM projects.
  • Assist in Facilitating visits and meet the requirements of external and internal auditors.
  • Assist Grants Coordinator in developing activity schedules, budget consumption plans and compilation of the donor report.
  • Assist Grants Coordinator in conducting regular field trips to project sites to review activity progress and assist managers in identifying the financial implications of changes in proposed activities and assist in revising budget lines as required.
  • Facilitate visits by, and meet the requirements of, external and internal auditors.
  • Preparation of the tax challans of vendors & staff’s income tax for timely submission to the tax authorities.
  • Ensuring that procurement procedures are being followed in coordination with the Logistics department.
  • Any other task assigned by the Line Manager and Finance Manager.

TEAM PARTICIPATION

  • Contribute towards promoting and adhering to Tearfund’s Purpose, Basis of Faith, Core Values and Operating Principles.
  • Provide support and guidance to team members to ensure all activities are compliant with standard operating procedures.
  • Contribute towards compliance with all host country legal, contractual and statutory requirements as delegated by the Finance Coordinator.

EXTERNAL RELATIONSHIPS / REPRESENTATION

  • Establish good working relationships with clerical staff of government and other agencies to facilitate financial processes.
  • Establish banking arrangements and maintain liaison with principal bankers.
