Aga Khan Health Service, Pakistan is looking for a seasoned and dynamic Finance Professional for its Karachi Office.

The role is reporting to the Chief finance Officer of AKHSP, Manager Finance will lead the finance department operations for central and regional offices of AKHS,P. S/He shall promote the institutional culture of highest level of moral standards and ethical values which includes but not limited to excellence, empathy, tolerance, fairness, respect etc.

 S/He will be a key partner of converting strategic policy direction in collaboration with CFO and other Manager Finances. Close communication with senior management for smooth implementation of programs activities as per budget and mentoring heads/managers on all financial functions as per institutional directions.

Key Responsibilities

Leadership and institutional collaboration:

Ensure periodic meetings within finance and with other department and timely actions on agreed plans. Facilitate communication and collaboration with and among various department to address the needs of the collective institutional goals.

Management

  • Periodically review financial processes and systems to ensure accurate and complete reporting of financial transactions on timely basis.
  • Assist with by identifying areas of risk and providing recommendations and action plans for addressing issues raised;
  • Monitor the finance team for compliance with institutional policies and Sop’s resulting in compliant general ledger and financial statements;
  • Assist in reviewing all contractual arrangements with suppliers of goods and services to ensure that the financial terms and conditions of all contracts are being adhered.
  • Report and rectify any case of non-adherence for timely action and recommendations for actions/decisions, as necessary;
  • Maintain and manage GL and accounting records as per the applicable accounting standards. 
  • Control and manage all institutional payments, ensuring that payments are processed and prepared in adherence to the respective policies and SOPs.
  • Ensure compliance of applicable tax rules and regulations, which covers deduction of withholding tax and filing of the monthly return.
  • Review monthly inventory, debtors and creditors ageing analysis and have strong follow-up mechanism to recover dues from panel companies.
  • Also, ensure preparing monthly reconciliation of panel.
  • Lead the implementation of regulatory requirements as per institutional policy on AML/CT and KYC.
  • Prepare analysis and short term/long term plans for new initiatives.
  • Lead in developing robust internal control to detect errors and frauds.
  • Manage and finalize FAR (Fixed asset Register).
  • Prepare current / projected cash flow statement and budget variance report on monthly basis or as required.
  • Ensure timely and accurate submission of reports to Government authorities pertains to tax/legal related matters.
  • Coordinate the pre-audit preparations for the financial management to be audit-ready and complete the pre-audit checklist. Manage the audit process in accordance with, regulations, policies, and procedures.
  • Follow up and/or take prompt action to respond to audit and other findings on financial management.
  • Write responses to internal and external audit inquiries and other findings related to financial management for review/approval by CFO;
  • Submit financial information for timely preparation of reports.
  • Monitor the effectiveness of the services of the finance team on a regular basis to ensure a close relationship between finance department and operations / program team and take corrective measures as needed.
  • Follow up with tax consultants or/and concerned government department for tax related matters.
  • Respond to questions and provide analysis as requested to funding partners and donors.
  • Travel to the regions as necessary to assist, monitor, train and supervise financial management of the regional offices.
  • Undertake other duties and responsibilities as may be required from time to time.

Education, Experience & Competencies

  • Qualified / Part qualified ACA, ACMA, ACCA, Masters from nationally or internationally recognized university, preferably in finance
  • Minimum of 2-3 years of working experience (including 1-2 years of post-qualification experience in financial management) preferably with a large health care set-up·    
  • Sound knowledge of overall financial systems, International Financial Reporting Standards and statutory/tax regulations
  • Strong communication skills in English and Urdu (both spoken and written)
