Summary of key functions

  • Oversee grant implementation and work with project team to ensure that activities are implemented in allowed budget limit.
  • Facilitate program team to resolve issues that arise during program implementation.
  • Analyse program budget estimates for allowability, allocability, reasonableness, and consistency
  • Supervise financial records and accounting of the organization.
  • Ensure organization compliance for donors, partners, tax and government authorities.
  • Develop and update organization policies and ensure compliance.
  • Prepare budgets and periodic and annual Financial Statements as per IFRS/IAS

Duties and responsibilities

Management & Compliance:

  • Maintain record of documented and approved accounting policies and procedures
  • Manage outsourced functions (vague)
  • Oversee the operations of the finance department, including the design of an organizational structure adequate for achieving the department's goals and objectives
  • Management, recording and reporting of expenses with respect to different projects 
  • Compliance with Withholding taxes and statement filing as per statutes. 
  • Maintain strict finance controls in line with NGO procedures and ensure that all financial procedures and transactions carried out comply with NGO’s financial guidelines
  • Management of donors compliance and organizational compliance as per contracts/agreements
  • Close coordination with EAD for and other relevant departments for compliance requirements. Verification and reconciliation of monthly electronic accounts from the field sites for Islamabad office, checking all budget and account codes are correct
  • Support internal and external audits 

Funds Management:

  • Forecast cash flow positions and available funds for different projects and report
  • Maintain banking relationships
  • Budget cashflow and manage funding requirements

Budgeting:

  • Manage the preparation of the donor's budget
  • Report to management on variances from the established budget, and the reasons for those variances
  • Assist management in the formulation of its overall strategic direction

Financial Analysis:

  • Engage in ongoing cost reduction analyses in all areas of the company.
  • Prepare and Interpret the company's financial results to management and recommend improvement activities.
  • Review company operational bottlenecks and recommend changes to improve the overall level of company throughput.
  • Create additional analyses and reports as requested by management
  • Implement a complete double entry accounting system
  • Prepare monthly, quarterly and yearly financial statements as per company’s approved accounting policies.

Other responsibilities:

  • Contribute to short and long-term organizational planning and strategy as a member of the management team and provide all the required financial information
  • Participates in cross-functional project teams to implement initiatives, as assigned.
  • Demonstrates leadership, versatility, and integrity in the performance of work, following TiE Islamabad’s Code of Business Conduct.
  • Fosters and demonstrates creating opportunity, serving others, building trust, innovation, and exceeding expectations
  • Provide support and guidance to communication team as and when needed
  • Any other project or organizational specific task assigned by the Executive Director and/or Finance Committee
  • Be a team player and develop accounting team’s capacity.

Qualifications & Requirements:

  • Advanced degree in accounting, finance, or a related field;
  • At least 5 years experience of working in development sector projects in the same capacity/managerial position .
  • Donor sector financial reporting experience
  • Have used QuickBooks previously
  • Team management
  • Understanding of data privacy standards
  • Solid communication skills, both written and verbal
  • Deep understanding of business principles and practices; superior attention to detail
  • Organizational skills; planning - research - analytical - critical thinking - problem-solving and computer skills.
  • Ability to effectively communicate with all levels of the organization.
  • Superior mathematical skills and leadership skills
