ABOUT US

The U.S. Pharmacopeial Convention (USP) is a scientific nonprofit organization that sets standards for the identity, strength, quality, and purity of medicines, food ingredients, and dietary supplements manufactured, distributed, and consumed worldwide. USP’s drug standards are enforceable in the United States by the Food and Drug Administration, and these standards are used in more than 140 countries. USP’s focus on global public health extends to lower and middle-income countries with work in over 20 countries through donor-funded programs. Our programs are focused on building the capacity of regulatory authorities and manufacturers in ensuring patient access to quality-assured essential medicines by providing: 1) Technical assistance to manufacturers to increase the supply of quality-assured priority medicines for malaria, HIV/AIDS, tuberculosis (TB), neglected tropical diseases (NTDs), and maternal, newborn, and child health (MNCH) products; and 2) capacity-building activities to regulatory authorities to fulfill their function in ensuring the supply of quality-assured medical products.

PQM+ & COVID-19

United States Pharmacopeia was awarded The Promoting the Quality of Medicines Plus (PQM+) Program, a Cooperative Agreement between the United States Agency for International Development (USAID) and the United States Pharmacopeia (USP). PQM+ improves access to quality-assured priority medicines and addresses the proliferation of poor-quality medical products in low and middle-income countries through cross-sectoral and systems strengthening approaches and the application of international quality assurance standards across the pharmaceutical system. PQM+ is currently seeking a Pakistan-based consultant to contribute to the successful implementation of the PQM+ COVID-19 and other technical activities in Pakistan by providing coordination and support to the technical team.

ACTIVITY BACKGROUND

USP - PQM+ Pakistan team would like to hire a Program management consultant who will work as a program Manger to undertake project management, monitoring, and evaluation activities in support of program COVID work plan implementation. Under the overall direction of PQM+ Chief of Party and team, the entity/individual will be responsible for all project management support, including its Monitoring and Evaluation (M&E) and also will oversee project implementation on a management level including coordination of training/activities with the COP/DCOP and the Senior Operations Manager, budget calculations and preparation in coordination with the Senior Operations Manager.  The incumbent will work closely with the Chief of Party, and team, to provide high-level inputs into work plan development, implementation, and reporting with relevant DRAP and government counterparts. Also, the entity will manage the M&E framework and plan and execute country M&E plans in support of the overall program in close coordination with advisor M&E and communication.  He/she will support the USP/PQM+ program development and effective implementation to meet its set goals and objectives.  He/she will guide and facilitate the achievement of the USP/PQM+ project deliverables by monitoring progress and results. Under the overall direction of PQM+ Chief of Party, the entity/individual will:

  • Supports the Chief of Party, local consultants as well as USP PQM+ senior management to develop and implement the USAID COVID Pakistan project.
  • Work closely with the Senior Operations Manager to plan and budget for technical training and to manage project budgets and resource allocation.
  • Coordinate with the Deputy Chief of Party and Sr. Operations Manager on work plan development, implementation, and reporting.
  • Review program plan implementation to meet changing needs and requirements.
  • Oversee the USP/PQM+ COVID monitoring, evaluation, and learning (MEL) plan document in alignment with the USAID and PQM+ global results framework to track the completion of the program goals. 
  • Manage Project Team member’s activities related to the completion of assigned tasks based on schedule, cost, performance, and quality objectives.
  • Develops monitoring and outcome indicators for the PQM+COVID project to determine that it is meeting its objectives.
  • Suggests strategies to the Chief of Party and team for improving the efficiency and effectiveness of the program by identifying bottlenecks in completing program activities and developing plans to minimize or eliminate such bottlenecks.
  • Reports weekly, monthly, quarterly, semi-annual, and annual progress on all program activities with corresponding expenditure(s).
  • Enter all training data on the USAID training data management system.
  • Participates in project reviews and planning workshops and assist the Chief of Party and team in conducting these reviews/workshops.
  • Coordinate the evaluation of the project with the PQM+ Headquarters M&E team.
  • Involve in departmental administrative activities.
  • Involve in internal networking and sharing initiative through participating in committee meetings and internal workgroup meetings.
  • Any other Program related task assigned by COP.

MINIMUM REQUIREMENTS:

  • At least a bachelor’s degree in project management, management from reputable institution or any other related field. Master’s degree will be preferred.
  • At least five years’ project management experience in the health sector as well as two years of Monitoring and Evaluation (M&E) experience that includes design and implementation of M&E in development projects implementation.
  • In-depth knowledge of program implementation.
  • Demonstrated ability and aptitude to design, development, deployment at a corporate level for local /international clients
  • Excellent analytical and project management skills accompanied by a strategic attitude in their thinking and deliverables.
  • Demonstrated experience managing multiple project teams and delivering successful program outcomes.
  • Excellent oral and written communication skills in English; knowledge of the local language is desired along with sensitivity to and responsiveness to all partners, donors, and program staff.
  • Excellent motivational skills (coaching, counseling, and mentoring).
  • Mature judgment, combined with a proactive, energetic approach to problem-solving.
  • Pakistani national and having fluency and proficiency in written and oral English required. 

PERIOD OF PERFORMANCE

The scope of the work defined herein should be implemented within the years 2020-2021 between the assignment will be for 11 months from the date of the sign of the contract.

GEOGRAPHIC AREA

Selected individual will develop and work remotely in consultation with the USP Pakistan team and travel Islamabad for delivering the scope of work. USP Pakistan may decide to change the locations (city), increase or decrease the number of deliverables. The Consultant will be informed of such a change in advance.

REPORTING

Selected firm/ individual will report to the PQM+ Chief of Party.
