Summary of the Position

  • The U.S. Pharmacopeial Convention (USP) is a scientific nonprofit organization that sets standards for the identity, strength, quality, and purity of medicines, food ingredients, and dietary supplements manufactured, distributed and consumed worldwide.
  • USP’s drug standards are enforceable in the United States by the Food and Drug Administration, and these standards are used in more than 140 countries.
  • USP’s focus on global public health extends to lower and middle-income countries with work in over 20 countries through donor-funded programs.
  • Our programs are focused on building the capacity of regulatory authorities and manufacturers in ensuring patient access to quality-assured essential medicines by providing:
  • 1) technical assistance to manufacturers to increase the supply of quality-assured priority medicines for malaria, HIV/AIDS, tuberculosis (TB), neglected tropical diseases (NTDs), and maternal, newborn, and child health (MNCH) products; and 2) capacity-building activities to regulatory authorities to fulfill their function in ensuring the supply of quality-assured medical products.
  • USP was recently awarded the Promoting the Quality of Medicines Plus (PQM+), a USAID-funded global program designed to sustainably strengthen medical product quality assurance systems in low-and-middle-income countries.
  • PQM+ Pakistan is seeking a Senior Technical Advisor, Private Sector Engagement (STA-PSE) to provide technical assistance to the Government of Pakistan for the development of the pharmaceutical sector strategy (2020 to 2030) and private sector/medical product industry engagement for the development of the medical product sector (product life cycle) in the country.
  • The STA-PSE will report to the Chief of Party, PQM+ Pakistan. This position is based in Islamabad.

Roles and Responsibilities

  • In close coordination with the PQM+ technical team, works with the sub-contracted organization to undertake a desk review, including an analysis of existing documents, reports, research papers, articles, other publicly available documents that have been developed in connection with private sector engagement around the globe. This also includes close coordination with multi-sectoral stakeholders and all those who have any direct or indirect impact on the pharmaceutical product life cycle.
  • Conducts the Pakistani Pharmaceutical Industry (medical product lifecycle) baseline review, which includes (but not limited to) local regulatory capacity, policy, incentives, and business enabling environment, factors influencing foreign direct investment and access to finance/ capital, human resources/ technical capabilities, and cost competitiveness.
  • Partners in development of national steering committee (multi sectoral working group) for the development of pharmaceutical development strategy.
  • Partners in developing the Pharmaceutical Sector Strategy with overall targets for export market growth.
  • Devises framework and business models for private sector engagement and their anticipated role in supporting national medical product quality assurance system, national medicines policy implementation and quality healthcare service delivery based on USAID’s Private Sector Engagement Policy
  • Advocates for creating a business enabling environment for private pharmaceutical companies and based on USAID’s Private Sector Engagement Policy
  • Identifies synergies between private sector actors for transfer of technology
  • Develops concept papers for engaging the private sector in establishing/upgrading bioequivalence studies centers (Contract Research Organizations) in Pakistan
  • Maintains close coordination with USAID Pakistan private sector engagement focal liaison
  • Produces periodic reports and feed into annual reports on strategy and progress towards deliverables
  • Tracks project status for department. Creates and distributes detailed project status reports to all staff in department to facilitate decision making about new project assignments.
  • Coordinates external consultants, vendors and internal presenters to ensure a high level of quality combined with overall value to USP.
  • Develops, monitors and reports on the effectiveness of programs by establishing relevant evaluation metrics and collection capabilities; demonstrates use of quality improvement in daily work and operations.
  • Applies knowledge of current trends in public health to prepare information for Expert Committee to facilitate decision-making.

Basic Qualifications

  • Graduate degree in management, finance, economics or public policy and strategy, or degree related to trade, or international investment
  • Twelve (12) years of experience on issues related to economic and private sector development, which include a focus on entrepreneurship, impact investing, or strategy development.
  • It may also include work with early stage enterprises, NGOs, universities or donor organizations that support private sector engagement
  • Equivalent combination of education and experience will be considered
  • Experience working with investors or other private sector actors on public-private partnerships or other innovative financing mechanisms in Pakistan
  • Understanding of the pharmaceutical sector and/or trade is required or the candidate must be able to quickly build knowledge in these areas as discussions on highly technical issues with government officials, the Embassy, USAID/Washington and potential partners is an important element of the position.
  • Excellent interpersonal skills in a diverse cultural setting; be able to give and receive feedback;
  • Proven experience working in teams to accomplish a defined set of tasks in a timely manner.
  • These tasks may encompass program oversight, strategy development, program design, and procurement actions.
  • Able to craft well-written, concise, and on-time communications in the form of emails, memos, site visit reports, and other documents in English
