Objective:
Lead Welthungerhilfe’s (WHH’s) expanding national PM&E unit, and ensure that effective M&E systems are in place to support WHH’s programming (WHH implements Food Nutrition Security, Emergency Response, CBDRM and Civil Society Cooperation programming in Sindh, Punjab and KP provinces). Furthermore, promote the integration of partner cooperation and accountability into the existing M&E system.
Lead the design and implementation of a monitoring and evaluation data collection and data management system for Civil Society Cooperation project PAK 1069 in south Punjab. Potentially do the same for a similar project in KP.
Context:
Welthungerhilfe (WHH) wants to be successful and measures its success according to how much the conditions of people living in poverty and deprivation have improved. Welthungerhilfe uses field-based evidence, lessons learned from good practice and research by academic institutions in a feedback loop into our program management cycle. Crucially, the field-based evidence and the participatory approaches we use lead us to a respect of the knowledge, experience and traditions of the people and communities with whom we work. For aid effectiveness transparency, good documentation and communication are known to have positive impacts when working with people in disaster-affected areas. To facilitate this process, the Country Office together with the Planning, Monitoring and Evaluation (PM&E) unit provides necessary training, assistance and follow-up. The M&E system is based on strengthening action and reflection in order to contribute to the empowerment and learning of the people at all levels.
In the European Union co-funded project ‘Local Authorities and Civil Society Organizations in Development of Flood Affected Population in Muzaffargarh and Rajanpur Districts, Pakistan', hereafter referred to as 1069, WHH collaborates with its partner the Rural Development Policy Institute (RDPI) where RDPI is entrusted with project implementation at field level and WHH provides technical support. The M&E Coordinator will coordinate with RDPI to provide technical assistance in M&E and capacity development for relevant RDPI staff as necessary to strengthen the delivery of expected project results and contribute to RDPI’s institutional strengthening.

2. Review project log frame, M&E plan and monitoring mechanisms according to planning document (proposal), assist the compliance with formats and tools to project requirements, provide technical inputs for planning workshops, baseline survey and midterm/annual/ internal reviews, organize lessons learned sessions with RDPI.
3. Develop a Project Monitoring Framework together with RDPI with shared and agreed principles for monitoring, support RDPI in developing an effective and high-quality Management Information System (MIS) coordinating with RDPI the collection, synthesis and analysis of (baseline) data for tracking progress on results.
4. Ensure quality reporting on progress using the M&E Plan in compliance with donor’s guidelines, sharing the insights and findings of M&E with the respective target groups / participants / stakeholders, support and guide RDPI in the establishment of an effective CRM mechanism.

Specific Tasks
· Report all security relevant issues and information to the Security Advisor and the management
· Ensure gender specific approach in project implementation
· Handle other tasks as assigned by management
The position holder should work in a client and team oriented manner and adhere to the standards described in the “Welthungerhilfe Code of Conduct”.
Minimum 5-7 years professional experience in a similar position within a national or international INGO/NGO;
Experience with M&E design and implementation (incl. development of tools, data processing, data analysis);
Knowledge of participatory planning and monitoring methods;
Very good communication skills;
Very good contextual knowledge of community issues and social and cultural realities in Pakistan
Very good leadership skills, proven record of team management
Experience in cooperation with partner organizations
Excellent command of written and spoken English, Urdu and local dialects will be an added value;
Good working knowledge of computers and MS Office (esp. Excel and Access);
Good working knowledge of modern telecommunication systems (e-mail, internet) ;
Flexible and cooperative attitude; commitment towards humanitarian work;
WHH is looking for a dynamic, motivated professional who combines technical M&E and Accountability knowledge with experience of the realities of working at field level in rural Pakistan. WHH’s M&E team is growing, with several new M&E officers recently recruited; the M&E Coordinator will provide technical and managerial leadership to this team. While the M&E Coordinator will provide detailed technical support to Civil Society Cooperation projects, she/he will also support projects in the sectors of Emergency Response, CBDRM and integrated Food Nutrition Security.
