Terms of Reference – Administration and Finance Officer, WRAP

Reports to:       Campaign Manager

Duration:           1 year (renewable)

Location:           Islamabad


White Ribbon Alliance (WRA) is a torchbearer of safe motherhood across the globe and functions through its national alliances for policy and practice changes at global and country levels. WRA Pakistan aims to undertake a concerted campaign on safe motherhood in Pakistan and requires the services of an Admin and Finance Officer.



  • Supervises the assigned office and ensures optimum efficiency and effectiveness of resources available.
  • Keep close coordination with program teams to ensure adequate support.
  • Conducting review of documents and soft records from audit point of view covering each area of logistics.
  • Conduct monthly review of all reports, identify variations and correct them before submitting them to Global Secretariat.
  • Be in charge of daily operations and handle all issues that may arise.
  • Performs basic operations budgeting requirements as maybe required.

Office Management:

  • Ensure that office operation is carried out in compliance with the operation policy and SOPs pertaining to office management are followed.

Inventory Management:

  • Make sure that all inventory involved in operations are fulfilling desired protocols and maintained according to SOPs.

Assets Management & IT:

  • Ensure that information related to assets/GPE is updated, reviewed, and recorded.
  • Ensure that appropriate IT support is available and IT policy is followed.


  • Initiate procurement process against approved purchase requests for supplies and services in accordance with the policy.
  • Ensure that documentation is completed and records are maintained in sequential order.
  • Make sure that purchase requests are entered in procurement tracker and tracker is updated accordingly.
  • Identify potential suppliers for supplies /services, maintain data base and provide a fair chance of competition to the suppliers.
  • Provide technical assistance to program teams on procurement planning, specification, and making correct entries in purchase requests.
  • Assist review/procurement committee at the time of bid opening and prepare bid analysis.


  • Arrange office/storage premises in emergencies and development phases according to need.
  • Maintain files of the projects and ensuring that all important documents such as contracts and certificates are properly kept.
  • Make sure that lease agreements and other legalities/documents pertaining to rented premises are completed and their renewals/notices are processed timely. Ensure that refundable security deposits paid to the owners are recovered at the time of handing over rented properties.
  • Ensure the offices and working environment is clean and neat.
  • Take care of office fixed assets repair and maintenance, also keeping close eye on office premises for any development required as per increase/decrease in number of staff.
  • Ensure scrutiny of utility bills to pay bills regularly in timely manner and without surcharge payments.
  • Keep close coordination with the local authorities, law enforcement agencies and maintain data base for all important contacts such as police rescue, fire brigade, civil defense, hospitals and WAPDA / telephone complaints offices to meet an emergency.
  • Maintain office filing and retrieval system for the Office
  • Ensure that all utility meters and connections are working well for the smooth functioning of office
  • Complete any other tasks as assigned by the supervisor from time to time.

Accounts and taxation:-

·         Firsthand knowledge of entering financial data in accounting software.

·         Preparing payment vouchers and completing necessary documents and approvals as per policy.

·         Deduction of withholding tax as per the tax ordinance.

·         Preparing monthly bank reconciliations.

·         Preparing documents for annual audit and completing it before the date mentioned in the official gazette.

·         Preparing necessary periodic challans and declarations on FBR taxation web portal.

·         Filing of annual returns.

Required Qualification, Experience and Skills:

  • Masters Degree  in accounts with at least 5 years experience
  • Intermediate level of problem solving skills and techniques.
  • Ability to drive projects with defaulting on primary supervisor responsibilities.
  • Can receive multiple assignments and able to transform them into results.
  • Ideally, first experience in managing operations or logistics processes
  • Can work under minimum supervision.

·         Excellent management and communications skills

·         Ability to work independently to a high professional standard

·         Prepared to work and live in challenging surroundings.

  • Proficient in English
  • Hands on experience in accounting software, Quickbooks.
