SCOPE OF WORK:

  • Reporting to the CSD, the Security Officer will provide support for the full scope of security risk management and emergency planning activities.
  • Specifically, the Security Officer will be responsible for the following:
  • Support CSD in all security risk management matters – ranging from compiling documents and to reviewing reports, to developing operational procedures, to proactively assessing vulnerabilities, and working with the CSD to identify and respond to incidents/resolve emergent risks to the security of WL personnel or property.
  • Assist CSD in updating the WL Safety, Security and Emergency Management Plan (SSEMP) for Pakistan.
  • Assist CSD in managing the program and country level security personnel;
  • Assist CSD in conducting Security Risk Assessments in response to event-driven needs and as necessitated by changes in WL’s programming or technical scope.
  • Support CSD by proactively engaging and liaising with all governmental institutions concerned with security.
  • Maintain record of all WL travels and carryout extensive staff tracking.
  • Assist CSD in delivering a schedule of training and capacity building to ensure the WL team are best able to manage personal and collective risk;
  • Represent CSD (as required) by participating in approved security networks, including those relevant to international NGOs and the international community in Pakistan.
  • Assist CSD in maintaining a continuous review of operational and tactical plans and procedures, ensuring efficiencies and ongoing adoption of best security practices
  • Assist CSD in overseeing the physical security of facilities and premises used by WL and residences of any long term international staff in-country.
  • Any other assigned task.

QUALIFICATIONS & EXPERIENCE

Education:

  • Bachelor degree preferred in field relevant to security management.

Demonstrated Skills and Experience:

  • Familiarity with the national and regional security context of Pakistan. A strong network and understanding of visa, NOC, clearance processes and security protocols is required.
  • A minimum of 01 years security risk management experience (excluding military, police or intelligence service) is preferred.
  • Fulbright scholars and candidates who have international education will be preferred.
  • Experience of having worked as part of a team in developing security plans and conducting security assessments for an international organizations operating in Pakistan.
  • Good analytical ability, able to synthesize information from multiple sources, to recommend sound advice, provide clear and strategic guidance, and take firm evidence-based decisions that uphold principled values, as well as policies and procedures.
  • Fluency in both written and oral English and Urdu – with demonstrably excellent written and oral skills
  • Knowledge of at least one other local language is highly preferred.
  • A demonstrable team player—able to handle stressful situations with clear thinking and able to coach national and international staff in an empathetic and tolerant manner.
  • Strong computer skills in MS office
