Pakistan Digital Authority (PDA) is seeking an experienced Advisor for AI Supervision & Governance based in Islamabad. This consultancy role involves providing strategic advisory support to PDA in the development and strengthening of national frameworks, policies, standards, and oversight mechanisms to ensure the responsible development, deployment, and use of Artificial Intelligence (AI) across both public and private sectors. The Advisor will play a critical role in shaping AI governance in Pakistan, aligning with national priorities and international best practices to promote trustworthy, ethical, and human-centric AI adoption.

Key Responsibilities

AI Governance & Policy Frameworks:
Provide expert advice to PDA leadership on creating and implementing national AI governance frameworks, policies, standards, and guidelines. Support the establishment of governance mechanisms that ensure AI use is responsible, transparent, secure, and accountable. Guide the design of oversight structures, accountability mechanisms, and institutional arrangements within government entities.

AI Supervision & Risk Management:
Assist in developing frameworks for AI risk assessment, monitoring, and governance. Offer guidance on managing risks related to bias, fairness, transparency, explainability, privacy, security, and potential misuse of AI systems. Recommend appropriate controls and safeguards for AI applications with high impact or risk. Support mechanisms for AI assurance, compliance monitoring, and governance reviews.

Responsible AI & Ethics:
Advise on ethical AI principles and responsible AI practices that align with national goals and global standards. Promote inclusive, trustworthy, and human-centric AI adoption across sectors. Support the creation of guidance on responsible use of generative AI, automated decision-making systems, and emerging AI technologies.

Strategic Coordination & Capacity Building:
Facilitate collaboration among government agencies, regulators, academia, industry, research institutions, and development partners on AI governance issues. Provide advice on AI readiness, institutional capacity building, and governance maturity within priority sectors. Support integration of AI governance considerations into the National Digital Master Plan and broader digital transformation initiatives.

Key Deliverables:
- National AI Governance Framework and implementation recommendations
- AI supervision, risk management, and oversight framework
- Responsible AI principles, standards, and governance guidelines
- Recommendations on AI governance for public-sector digital services and emerging technologies
- Periodic assessments of AI governance maturity, risks, and implementation progress
- Strategic briefs and policy recommendations for PDA leadership and relevant governance forums

Required Qualifications
A Master’s degree in Artificial Intelligence, Computer Science, Data Science, Technology Policy, Digital Governance, Public Policy, Law, or a related discipline is required. Candidates must have a minimum of 14 years of relevant professional experience in AI, digital governance, technology policy, regulatory oversight, risk management, or digital transformation. Proven expertise in AI governance, AI policy, responsible AI, regulatory frameworks, or managing large-scale AI-enabled transformation initiatives is essential.

Preferred Qualifications and Experience
Experience working with government institutions, regulators, international organizations, academia, or technology companies is highly desirable. A strong understanding of emerging AI technologies, data governance, cybersecurity, and digital public infrastructure will be advantageous.

Key Competencies
Candidates should demonstrate expertise in AI governance, responsible and ethical AI, AI risk management, technology policy and regulation, digital governance, stakeholder coordination, strategic advisory, regulatory compliance, analytical problem-solving, and executive communication. Strong professional judgment and integrity are essential.
