Pakistan Digital Authority (PDA) is seeking an experienced Advisor for National Digital Masterplan Governance based in Islamabad. This consultancy role involves providing strategic advisory support to PDA for implementing directives from the National Digital Commission (NDC) and overseeing the governance and monitoring of the National Digital Master Plan (NDMP) across federal and provincial governments. The Advisor will play a critical role in ensuring effective coordination, tracking progress, and facilitating stakeholder engagement to drive Pakistan’s national digital transformation agenda.
Key Responsibilities
NDC Directive Enforcement & Coordination:
Establish and maintain a robust mechanism to track the implementation of NDC directives and decisions. Translate these directives into actionable plans with clear responsibilities, timelines, and expected outcomes in collaboration with relevant entities. Monitor progress, identify delays or coordination gaps, and recommend corrective actions or escalate issues to PDA leadership. Maintain consolidated status reports and provide periodic updates to senior management.
NDMP Governance & Implementation Oversight:
Develop and operationalize a governance and coordination framework for NDMP implementation across priority sectors and delivery phases. Facilitate sectoral, federal-provincial, and cross-sector coordination, managing dependencies and overlaps effectively. Support the development and monitoring of implementation roadmaps, milestones, key performance indicators (KPIs), and outcomes. Maintain risk and issue registers, advising PDA leadership on strategic interventions. Conduct periodic reviews of implementation progress and recommend refinements to the NDMP based on emerging priorities and technological advancements.
Stakeholder & Strategic Advisory:
Facilitate coordination with ministries, provincial governments, regulators, industry stakeholders, development partners, and other relevant parties. Provide strategic advice to PDA leadership on policy, institutional, regulatory, and implementation challenges affecting the national digital transformation. Prepare strategic briefs, assessments, and recommendations for PDA leadership and governance forums.

Required Qualifications
A Master’s degree in digital governance, public policy, public administration, technology management, business administration, law, or a related field is required. A Bachelor’s degree in a technology-related domain is preferred. Candidates must have a minimum of 14 years of relevant professional experience, demonstrating successful engagement with government institutions and multilateral organizations on national-level digital, ICT, or technology governance initiatives. Proven experience in developing and executing national digital strategies, masterplans, roadmaps, or large-scale digital transformation programs is highly desirable.
