Pakistan Single Window (PSW) is recruiting on behalf of the National Agri-Trade and Food Safety Authority (NAFSA), a strategic national initiative aimed at strengthening Pakistan’s agri-trade ecosystem. NAFSA focuses on enhancing regulatory oversight, facilitating trade, and modernizing food safety and trade processes. The selected candidate will join NAFSA’s foundational team, playing a vital role in developing systems, processes, and institutional capabilities essential for the authority’s success.

Key Responsibilities

The candidate will support end-to-end procurement processes, including annual procurement planning, requisition validation, solicitation, bid or quote receipt, evaluation coordination, award processing, and contracting. All activities must comply with applicable procurement rules, delegated authorities, and NAFSA’s standard operating procedures.

They will prepare and maintain procurement plans and trackers, detailing timelines, sourcing approaches (such as RFQ, RFP, or competitive bidding), estimated costs, and alignment with approved budgets and user department requirements.

Drafting and processing procurement documentation is a key responsibility. This includes preparing bidding documents, RFQs/RFPs, terms of reference or specification templates, bid opening documentation, comparative statements, evaluation reports, and award recommendation notes for approval.

Ensuring transparency and accountability in procurement activities is critical. The candidate will maintain complete audit trails, including approvals, communications, bids/quotations, evaluation sheets, minutes, and conflict-of-interest declarations where applicable.

Coordination with user departments is essential to finalize technical specifications, statements of work, evaluation criteria, delivery timelines, and acceptance requirements. The candidate must ensure all clarifications are documented and consistently shared with bidders.

Supporting contract administration and vendor onboarding is another important task. This includes issuing purchase orders or contracts, coordinating delivery and installation, managing inspection and acceptance documentation, and handling handover and close-out records.

The candidate will maintain procurement records and vendor files, tracking performance history, compliance documents, and any dispute or penalty records. They will also support vendor performance monitoring against contractual deliverables and service level agreements.

Supporting procurement reporting and analytics is required, including tracking cycle times, savings or value-for-money indicators, pending procurements, contract statuses, and compliance reporting for management review and audit purposes.

Finally, the candidate will coordinate the resolution of procurement-related issues such as delays, non-compliance, or quality concerns through documented correspondence and escalate matters to relevant approving authorities when necessary.

Required Qualifications

A minimum of a Bachelor’s degree (16 years of education) in Business Administration, Supply Chain, Finance, Engineering, or a related discipline is required.

Preferred Qualifications and Experience

Candidates should have at least four years of overall experience, with a minimum of four years specifically in procurement. Experience in public sector procurement is preferred.

Strong knowledge of procurement rules, tendering processes, and contract documentation is essential. The role demands excellent documentation skills, coordination abilities, and a high level of integrity.

This position offers the opportunity to contribute to a pioneering national initiative focused on modernizing Pakistan’s agri-trade and food safety landscape, providing valuable experience in a dynamic regulatory environment.
