Bid & Proposal Specialist

SOFTOO is seeking a skilled Bid & Proposal Specialist with 2 to 4 years of experience in managing RFPs, RFQs, tenders, and subcontracting opportunities, ideally with exposure to international markets. The successful candidate will oversee the entire opportunity lifecycle—from identifying and qualifying relevant bids to engaging with prime contractors and partners, coordinating proposal contributors, preparing compliant submissions, and managing follow-up activities after submission. This role requires a proactive individual who can build and maintain strategic partnerships while ensuring all proposals meet strict compliance and quality standards.

Key Responsibilities

- Identify and monitor relevant RFPs, RFQs, RFIs, and subcontracting opportunities through procurement portals and official sources.
- Assess bid requirements and develop bid/no-bid recommendations based on strategic fit and feasibility.
- Engage with prime contractors, technology vendors, and delivery partners to establish and grow Softoo’s partner network.
- Prepare compliance matrices, proposal plans, and submission schedules to ensure timely and accurate delivery.
- Write, edit, and review technical and commercial proposal content to maintain clarity, consistency, and professionalism.
- Coordinate inputs from leadership, technical teams, finance, and partners to compile comprehensive proposals.
- Verify eligibility criteria, certifications, references, and mandatory documentation for each submission.
- Ensure all proposals adhere to formatting, submission guidelines, and deadlines.
- Manage clarifications, presentations, and post-submission follow-ups to support successful outcomes.
- Maintain accurate records of opportunities and provide weekly pipeline reports.
- Conduct lessons-learned reviews after major submissions to improve future proposal processes.

Required Qualifications

- Bachelor’s degree in business, technology, communications, or a related discipline.
- 2 to 4 years of direct experience in proposal management, tenders, business development, or partnership roles.
- Proven track record of managing RFP, RFQ, or tender submissions from start to finish.
- Excellent English writing and editing skills, with strong attention to detail.
- Strong research, organizational, and deadline-management capabilities.
- Experience coordinating multiple stakeholders, including technical and commercial teams.
- Confidence in engaging and building relationships with prime contractors and prospective partners.
- High level of professional integrity and commitment to quality.

Preferred Qualifications

- Experience with technology, software, SaaS, or digital transformation proposals.
- Familiarity with government or international procurement processes.
- Understanding of prime-contractor and subcontractor dynamics.
- Knowledge of procurement platforms such as SAM.gov.
- Experience using CRM tools like HubSpot or similar systems.
