Business Analyst

Pakistan Digital Authority is seeking a skilled Business Analyst to join its team in Islamabad. This role serves as a critical link between business needs and digital solutions, focusing on analyzing processes, gathering requirements, and interpreting data to support evidence-based decision-making for national digital initiatives. The successful candidate will work closely with PDA leadership to drive strategy, oversee project execution, and contribute to policy development, ensuring that digital programs align with the National Digital Masterplan and deliver measurable impact.

Key Responsibilities
- Elicit, document, and analyze requirements from ministries, regulators, and partner organizations, translating them into clear functional specifications.
- Conduct process mapping, gap analysis, and business process re-engineering (BPR) to enhance service delivery efficiency.
- Support project prioritization and portfolio alignment to ensure resources are optimally allocated.
- Prepare detailed reports, dashboards, and presentations for senior leadership to facilitate informed decision-making.
- Collaborate with product, engineering, and data teams to ensure technical solutions meet business objectives.
- Analyze key performance indicators (KPIs) and generate actionable insights that guide leadership in evidence-based decisions.

Required Qualifications
- Bachelor’s or Master’s degree in Business Administration, Information Systems, Economics, or Data Analytics.
- Minimum of 4 years’ experience as a Business Analyst, preferably in government or public sector digital transformation projects.
- Proven expertise in requirements analysis, workflow modeling, and reporting.
- Familiarity with project management methodologies such as Agile, Scrum, and Waterfall.

Key Competencies
- Strong expertise in Business Process Re-engineering (BPR).
- Proficiency in data visualization tools including Power BI, Tableau, and Excel.
- Excellent analytical, problem-solving, and decision-support skills.
- Effective stakeholder engagement and ability to collaborate across multiple functions.
- Understanding of governance, security, and data privacy standards relevant to digital initiatives.
