Powertek, a registered company operating in the United States, Canada, Saudi Arabia, and Pakistan, is seeking a Business Development Manager to drive new business opportunities across all four markets. The role involves sourcing relevant RFPs, generating and nurturing leads primarily via LinkedIn, supporting proposal preparation and submission, and ensuring all bids meet deadlines. In Pakistan, the position also requires meeting potential clients in person to build and maintain strong relationships. This is an on-site role based in Lahore, with working hours aligned to overlap with the US Eastern morning and early afternoon, concluding by 11 PM to midnight Pakistan time. Candidates should be comfortable with an afternoon-to-late-evening schedule.
Key Responsibilities
RFP Sourcing:
Monitor government and commercial bid portals daily across all markets, including SAM.gov and state/local procurement sites in the US, CanadaBuys and MERX in Canada, Etimad and private-sector buyers in Saudi Arabia, and PPRA, e-PADS, and provincial procurement portals in Pakistan. Evaluate each opportunity for fit, eligibility, scope, and deadlines, and provide bid/no-bid recommendations to leadership. Maintain a detailed log of opportunities by country, tracking those pursued and passed on.
LinkedIn Lead Generation:
Identify target companies and decision-makers using LinkedIn and Sales Navigator. Execute personalized connection and messaging campaigns with consistent follow-up. Qualify leads, schedule discovery calls, and hand over warm leads to leadership. Maintain an active LinkedIn presence for Powertek through relevant posts and engagement.
Client Relationships in Pakistan:
Attend in-person meetings, pre-bid conferences, and site visits with potential clients and government departments. Develop and sustain relationships with procurement officers, decision-makers, and partners. Represent Powertek professionally at meetings, events, and industry gatherings.
Proposal Support:
Thoroughly review RFP documents to create compliance checklists covering all requirements, forms, and attachments. Collaborate with internal teams to gather technical content, pricing, past performance data, and certifications. Draft, format, and proofread proposal sections to ensure alignment with RFP instructions. Submit proposals via the required portals, email, or physical delivery and confirm receipt.
Timeline and Pipeline Tracking:
Monitor critical bid dates such as question deadlines, pre-bid meetings, submission due dates, and award announcements. Send reminders and keep internal contributors on schedule. Maintain an up-to-date CRM or bid tracker and provide weekly reports on pipeline status, submissions, and wins. Follow up on submitted bids, request debriefs on losses, and document lessons learned.
Required Qualifications
Education:
Bachelor’s degree in Business Administration, Marketing, Management, or a related field from a reputable institution. A Master’s degree, such as an MBA, is considered a plus.
Experience:
Proven experience in business development, bid management, or proposal coordination. Demonstrated ability to find and respond to RFPs and tenders, preferably across multiple markets including the US, Canada, Saudi Arabia, and Pakistan. Successful track record of generating qualified leads through LinkedIn outreach.
Skills:
Excellent written and verbal communication skills in English, with strong proposal writing and proofreading abilities. Ability to analyze lengthy RFP documents and identify all requirements and deadlines. Highly organized and detail-oriented, capable of managing multiple bids simultaneously without missing deadlines. Proficient with LinkedIn Sales Navigator and CRM or bid tracking tools (e.g., HubSpot, Zoho, Salesforce, Excel, or Google Sheets). Comfortable using MS Word, Excel, PowerPoint, and PDF tools for proposal formatting. Willingness to work on-site in Lahore during specified hours and travel locally for client meetings. Professional and confident demeanor in face-to-face interactions.
Preferred Qualifications and Benefits
Familiarity with procurement regulations in the company’s markets, such as US federal (SAM.gov, NAICS codes, set-asides), Canadian federal (CanadaBuys), Saudi Etimad, or Pakistan’s PPRA rules, is advantageous. Having an existing network of contacts in Pakistan’s public or private sectors is a plus. Arabic language skills are beneficial for Saudi market opportunities. APMP certification or formal proposal management training is desirable. Experience with bid-search tools like GovSpend, BidNet, GovWin, or Deltek will be considered an asset.
This position requires in-person attendance at the Lahore office. Candidates will be asked about their years of experience in business development, bid management, or proposal coordination; experience generating qualified leads through LinkedIn; expected compensation; and notice period availability.
