Pak-Arab Refinery Limited (PARCO) is seeking an experienced professional to join its oil testing laboratory team. The ideal candidate will be responsible for conducting quality tests on various petroleum products, ensuring compliance with industry standards and internal procedures. This role demands hands-on expertise with advanced laboratory equipment, strong coordination skills with internal and external stakeholders, and a commitment to maintaining high standards of safety and quality management.

Key Responsibilities:
- Conduct testing of HSD, MOGAS, and Transmix samples and issue Quality Test Reports in accordance with prevailing MEPD specifications.
- Operate, troubleshoot, and manage high-precision laboratory instruments such as the Cooperative Fuel Research (CFR) Engine, Atomic Absorption Spectrophotometer (AAS), FTIR spectrometers, and automated flash point/viscosity analyzers.
- Collaborate closely with S&T Operations to ensure timely and efficient testing aligned with product receipts and deliveries.
- Perform preventive maintenance, calibration, and verification to keep laboratory equipment in optimal working condition.
- Manage inventory of laboratory supplies, consumables, chemicals, and auxiliaries using PR/SR processes within the SAP system.
- Coordinate with vendors for equipment installation, maintenance, and malfunction resolution.
- Ensure adherence to the latest standard test methods and laboratory Standard Operating Procedures (SOPs), reviewing and updating them as necessary.
- Plan and oversee laboratory purchases, ensuring compliance with REVEX and budgetary guidelines, while meeting turnaround time (TAT) requirements for testing.
- Liaise with external organizations such as HDIP, PNRA, and PINSTECH for quality testing, licensing, and dosimetry services.
- Maintain accurate records of precursor chemicals in compliance with Anti-Narcotics Force (ANF) regulations.
- Generate and communicate analytical testing results to relevant departments promptly.
- Ensure the availability and calibration of measuring instruments including hydrometers, ASTM thermometers, stopwatches, transducers, and gauges.
- Record and maintain test data in the SAP Quality Management (QM) Module to support seamless product supply.
- Prepare and monitor the REVEX budget and propose CAPEX in consultation with pipeline management.
- Comply with all applicable Health, Safety, and Environmental (HSE) and Quality Management procedures.
- Implement Good Laboratory Practices (GLP) and Quality Management Systems (QMS), maintaining a foundational understanding of ISO/IEC 17025 standards.

Required Qualifications:
- Bachelor’s degree in Chemistry from an HEC-recognized university.
- Minimum of 12 years of relevant experience working in an oil testing laboratory environment.

Job-Specific Skills:
- Proficiency in ASTM, UOP, and IP test methods.
- Extensive hands-on experience operating advanced oil testing laboratory equipment and performing preventive maintenance.
- Practical knowledge of SAP QM Module for managing laboratory activities.
- Strong understanding and application of GLP, QMS, and basic ISO/IEC 17025 principles.
- Expertise in safety protocols for handling hazardous petroleum products, toxic reagents, and volatile solvents, in compliance with NFPA codes and related safety standards.
