CESVI Foundation – ETS, in partnership with the World Food Programme (WFP), is inviting sealed quotations for two consultancy assignments under the Green Climate Fund (GCF)-supported project titled “Integrated Climate Risk Management for Strengthened Resilience to Climate Change in Shangla District, Khyber Pakhtunkhwa.” This initiative targets four Union Councils of Besham in District Shangla, an area highly susceptible to climate hazards such as flash floods. - Support the improvement and operationalization of Early Warning Systems to ensure timely and effective dissemination of climate risk information.
- Strengthen institutional capacity among local stakeholders to enable efficient climate risk management and implementation of Disaster Risk Reduction strategies.
- Facilitate community engagement initiatives aimed at increasing preparedness and reducing vulnerability to climate-induced disasters.
- Prepare and submit detailed reports and documentation as specified in the Request for Quotation (RFQ) annexures.
- Collaborate closely with CESVI Foundation, WFP, and local partners to maintain alignment with project objectives and donor requirements.

Required Qualifications:
- Demonstrated experience in climate change adaptation, disaster risk reduction, or related sectors, particularly in flood-prone or vulnerable regions.
- Proven ability to develop and implement Anticipatory Action protocols and Early Warning Systems effectively.
- Strong technical knowledge in climate risk management and community resilience-building approaches.
- Experience working with UN agencies, international NGOs, or local NGOs, supported by relevant completion certificates and samples of previous work such as final reports or studies.
- Registered firms, organizations, or individual consultants with appropriate credentials and a successful track record in similar consultancy assignments.

Preferred Qualifications and Benefits:
- Preference will be given to candidates or organizations with strong technical expertise and prior experience working in Khyber Pakhtunkhwa or comparable regional contexts.
- This consultancy provides an opportunity to contribute to a high-impact climate resilience project supported by internationally recognized organizations.
- Consultants will gain valuable exposure to working within the framework of the Green Climate Fund and in collaboration with the World Food Programme.

Interested applicants are encouraged to thoroughly review the Request for Quotation (RFQ), including Annexure-01 and Annexure-02, which outline the detailed scopes of work, deliverables, and evaluation criteria. Bids must be submitted in sealed hard copy envelopes by 3rd February 2026. Submissions should include organizational or individual profiles, registration documents, relevant experience, completion certificates, samples of similar work, and evidence of previous assignments with UN agencies, INGOs, or local NGOs. This competitive process prioritizes technical capacity and relevant experience to ensure the successful achievement of the project’s objectives.
