Job Description: Qualification: Bachelor's or Master's degree (16 years of education) in Public Policy, Economics, Business Administration, Data Science, Social Sciences from an HEC-recognized institution. Preference would be given to foreign qualified candidates with proven track record. Experience: At least 4 years experience with 3 years relevant delivery experience in a top-tier management consulting firm or in public sector delivery, a government delivery unit, a comparable advisory organization, government or an international development organization; experience of public service delivery or technology programs preferred. Skills & Competencies: • Structured problem solving and hypothesis-driven analysis • Quantitative analysis and comfort with data and dashboards • High-quality written briefing and presentation for senior decision-makers • Facilitation of working sessions and delivery routines towards agreed actions • Stakeholder management across departments, and fluency in Urdu and English Key Performance Indicators (KPIs): • Delivery plans agreed with departments and progressing against their trajectories. • Closure rate of actions arising from delivery routines and stocktakes. • Quality and timeliness of analysis supporting gate decisions. Job Responsibilities: Key Responsibilities / ToRs: • Advise departments and agencies on developing delivery plans with clear strategies, targets, trajectories and action plans for prioritized use-cases. • Facilitate problem solving and collaboration through action oriented delivery routines, and follow through on the actions those routines generate. • Use data to formulate and test recommendations that improve senior level decision making, and prepare the analysis and visualizations that support them. • Engage frontline service providers and end users to inform policy and program implementation, including field enquiry where the evidence requires it. • Design and deliver stakeholder projects end to end, from problem definition through to handover, working alongside the Pillar Head and the AI Product / Deployment Manager. • Build delivery capability in partner departments through structured working sessions, coaching and reusable tools.
