Jinnah School of Public Policy and Leadership at NUST is seeking a seasoned professional for a senior leadership position within its Institute for Executive Development and Capacity (IEDC). The role involves leading the design, expansion, and delivery of flagship executive education programmes aimed at senior public-sector leaders, policymakers, and institutional heads. The successful candidate will focus on enhancing leadership, governance, public policy, and institutional capacity through academically rigorous and market-relevant initiatives that align with national development priorities. This position requires expertise in executive education, public-sector engagement, leadership development, and programme management, ensuring initiatives are financially sustainable and impactful.

Key Responsibilities

Lead the strategic development, quality assurance, and market positioning of IEDC’s flagship executive education programmes. Manage a portfolio of high-impact programmes targeting senior public-sector leaders and decision-makers. Identify and prioritize themes such as public leadership, governance, policy implementation, institutional reform, strategic management, digital transformation, crisis leadership, and national development.

Ensure each programme has a clear value proposition, defined audience, curriculum, learning outcomes, delivery schedule, financial model, marketing plan, and sustainability framework. Design and periodically review curricula, participant criteria, teaching methodologies, assessments, case studies, simulations, and capstone projects. Engage faculty, policymakers, practitioners, subject-matter experts, and international collaborators to maintain programme quality and relevance.

Establish and nurture strategic partnerships with government ministries, provincial bodies, public-sector organizations, regulatory authorities, armed forces, universities, think tanks, development partners, and international institutions. Develop partnership models supporting participant nominations, sponsorships, faculty contributions, research collaborations, institutional projects, and recurring programme delivery.

Prepare programme concept notes, proposals, budgets, presentations, partnership frameworks, and memoranda of understanding, securing timely approvals. Formulate annual business and growth plans including enrolment targets, revenue projections, cost estimates, contribution margins, sponsorship opportunities, and partnership goals. Build financially sustainable programme models through sponsored cohorts and strategic partnerships.

Oversee end-to-end programme delivery including planning, participant onboarding, faculty coordination, learning support, logistics, documentation, evaluation, alumni engagement, and operational issue resolution. Ensure a high-quality participant experience aligned with IEDC–NUST’s academic standards and brand reputation.

Implement monitoring and evaluation systems to track enrolment, participant profiles, attendance, completion rates, satisfaction, learning outcomes, institutional impact, revenue, costs, repeat participation, and partnership growth. Supervise assigned staff in programme planning, coordination, delivery, documentation, participant management, stakeholder engagement, and follow-up. Ensure compliance with NUST policies, academic standards, financial procedures, procurement requirements, and institutional guidelines. Undertake additional responsibilities or special assignments related to flagship programme development as required.

Required Qualifications

A Master’s degree (16 years of education) in Public Policy, Public Administration, Governance, Management, International Relations, Development Studies, Education, Social Sciences, or a related discipline from an HEC-recognized institution. At least 12 years of progressively responsible experience in executive education, public-sector engagement, leadership development, programme management, institutional capacity building, governance, consultancy, policy development, or strategic partnerships.

Demonstrated expertise in designing, managing, and delivering high-level programmes for senior stakeholders including public-sector leaders, policymakers, institutional heads, or senior executives. Proven ability to prepare programme concepts, curricula, proposals, budgets, delivery plans, stakeholder briefs, and evaluation mechanisms.

Excellent leadership, programme management, communication, stakeholder engagement, and partnership-building skills. Deep understanding of governance, public policy, institutional development, and the public-sector environment in Pakistan. Strong analytical, budgeting, negotiation, proposal development, and presentation skills. Proficiency in MS Office and familiarity with programme monitoring, evaluation, reporting, and data management tools. Ability to manage multiple high-visibility assignments under tight deadlines while maintaining quality, confidentiality, and institutional compliance.

Preferred Qualifications and Experience

An MS/MPhil or equivalent (18 years of education) in a relevant discipline is preferred. Experience in developing or managing flagship, signature, or recurring executive education programmes is highly desirable. Background working with government institutions, public-sector organizations, development partners, think tanks, universities, or international executive education providers will be an advantage.

Experience in executive education business development, sponsorships, institutional partnerships, participant nominations, or revenue generation is valued. A professional network across public-sector, policy, governance, academic, development, or international institutions is beneficial. Familiarity with monitoring and evaluation frameworks, CRM tools, programme analytics, digital learning platforms, and international public-sector leadership or governance practices is preferred.

Experience with blended learning, executive coaching, action-learning projects, leadership assessments, simulations, or policy labs will be considered an asset.

Candidates must submit attested academic and professional documents. Applications with incomplete information, weak academic profiles, or lacking required clearances will not be considered.
