This position requires an experienced professional to lead and manage the operational execution of FCERT programs, projects, and daily activities, ensuring alignment with approved objectives. The role demands close coordination among various units including SOC, technical, administrative, and support teams to maintain smooth and efficient operations. The incumbent will monitor timelines, service delivery standards, and the readiness of FCERT facilities and systems, while continuously reviewing and improving operational plans, SOPs, and workflows. Ensuring compliance with established policies, procedures, and directives is a critical aspect of this role. The candidate will also supervise subordinate units to optimize resource utilization, identify and mitigate operational risks, and coordinate with stakeholders to resolve issues promptly. Regular preparation of operational reports and briefings for senior management is expected, along with performing any additional duties assigned by the competent authority.

Key Responsibilities

- Oversee and manage the operational execution of FCERT programs and projects in line with approved objectives.
- Ensure effective coordination among SOC, technical, administrative, and support wings for seamless operations.
- Monitor implementation timelines, service delivery standards, and operational readiness of facilities and systems.
- Review and recommend improvements to operational plans, SOPs, and workflows to enhance efficiency.
- Ensure strict compliance with policies, procedures, rules, and directives issued by the competent authority.
- Supervise the operational performance of subordinate units and ensure optimal resource utilization.
- Identify operational risks, issues, and dependencies; propose and implement mitigation measures.
- Coordinate with relevant stakeholders to resolve operational matters and maintain continuity of services.
- Prepare periodic operational reports, briefings, and summaries for senior management and higher authorities.
- Perform any other operational management duties as assigned by the competent authority.

Required Qualifications

- Minimum of 12 years of overall professional experience, including at least 3 years in Information Security, Cyber Security, or ICT.
- Proven track record in managing projects within the Information/Cyber Security or ICT domains across public and private sectors.
- Educational background of at least 18 years, holding an MS or PhD degree in Cyber Security, Network Security, Information Security, Telecommunication, or a related engineering discipline.
- Acceptable degrees include but are not limited to BS Computer Science, BS Software Engineering, BS Cybersecurity, BS Information Systems, BS Information Technology, BS Computer Engineering, BS Cyber Security & Digital Forensics, MSc Computer Science, MS Computer Science, MS Information Technology, PhD in Computer Engineering, PhD in Information Technology, PhD in Computer Science, BS Telecommunication Engineering, BS Electronics Engineering, MSc Information Technology, and PhD in Cryptography.

Preferred Qualifications and Certifications

- International certifications in Cyber Security such as CISM, CISSP, ISO27001, or equivalent are strongly preferred.
- Management certifications like PMP, PRINCE2, or their equivalents are highly desirable.
- Candidates should be prepared to work within the grade/pay scale of PPS-10.
- The maximum age limit for applicants is 50 years, with a five-year general age relaxation already applied; no further age relaxation will be granted.
