The Planning & Controls Engineer plays a critical role in ensuring safe, efficient, and reliable plant operations through meticulous planning, scheduling, and preparation of maintenance work packages. This position involves coordinating preventive, corrective, and turnaround maintenance activities, managing SAP work orders, monitoring material availability, and supporting maintenance execution by optimizing resource allocation. The role requires close collaboration with Operations, Reliability, Integrity, Procurement, and Maintenance teams to enhance asset performance and minimize downtime. Additionally, the engineer manages indirect procurement, service contracts, and scrap revenue streams to maintain cost efficiency, compliance, and operational continuity.
Key Responsibilities
- Ensure compliance with site safety audits and promote safe work practices, including adherence to PSM, OHIH, and ESM standards. Review accident reports and coordinate corrective actions with supervisors and contractors.
- Oversee plant operations by stewarding compliance with Preventive Maintenance (PM) plans, updating them based on equipment condition, and developing departmental KPIs aligned with business requirements.
- Manage budget development and control, including turnaround/shutdown KPIs and SAP performance indicators.
- Develop and implement contract management procedures, including contractor pre-qualification, bid document preparation, contract review with legal, issuance, and closure. Monitor contractor performance and enforce contract reward and reprimand processes.
- Ensure labor law compliance across all contracts and handle service requisitions to secure timely, cost-effective services from pre-qualified contractors.
- Lead turnaround and shutdown planning by maintaining job lists, developing execution timelines, coordinating resources, and preparing detailed turnaround packages. Organize manpower loading charts and arrange necessary administrative support such as transport and lodging.
- Monitor and report shift-wise progress during execution, prepare look-ahead reports, and conduct post-turnaround critique sessions to capture lessons learned.
- Facilitate people development through training programs and ensure adherence to planned turnaround budgets and departmental fixed cost targets.
- Make decisions related to task authorization, contract administration problem resolution, and team management within defined authority limits. Escalate high-value purchase orders and critical decisions as required.
- Maintain effective communication with HSE, administration, warehouse, contracts, and maintenance teams to ensure smooth operations and compliance.
Required Qualifications
- Bachelor of Engineering, preferably in Mechanical Engineering.
- 4 to 7 years of relevant experience in turnaround planning, job scheduling, contracts, and contractor management.
- Strong technical knowledge of plant maintenance planning, turnaround management, and contract administration.
- Proficiency in SAP and MS Office applications.
- Demonstrated leadership abilities with advanced competencies in putting people first, collaborating openly, acting with ownership, and encouraging innovation.
