The Ministry of IT and Telecom is seeking a highly qualified professional for the position of Director General (Telecom Wireless). This senior role requires a seasoned expert with extensive experience in telecommunications policy, technology, and regulatory frameworks. The successful candidate will lead the development and implementation of progressive telecom policies, oversee major government initiatives, and ensure alignment with the vision of a digital Pakistan. This position demands strong leadership, strategic thinking, and the ability to engage effectively with diverse stakeholders at national and international levels.

Key Responsibilities:
- Develop and organize comprehensive policy documents related to wireless communication, spectrum management, broadband, satellite communications, and emerging technologies in line with the Ministry’s vision.
- Conduct analytical assessments and provide strategic direction for emerging ICT solutions and technologies.
- Oversee the performance of public sector entities under the Ministry of IT and Telecom, prioritizing government interests.
- Prepare concise technology and policy briefs to support informed decision-making by government authorities.
- Conceptualize, seek approval for, and monitor telecom development projects, including those funded through the Public Sector Development Program (PSDP).
- Manage major government initiatives aimed at bridging the digital divide, expanding broadband access, building sector capacity, and fostering research and development in ICT.
- Maintain effective liaison with the telecom industry to ensure the Ministry remains at the forefront of technological advancements across cellular, fixed, wireless, data, and broadband sectors.
- Organize and supervise the Wireless Wing’s planning and operations within the Ministry.
- Monitor market developments, analyze their impact on the sector, and provide research support for policy initiatives, consultations, speeches, and official documents.
- Facilitate issuance of timely policy directives for the telecom sector.
- Analyze international telecommunications indices and benchmarking frameworks to identify gaps and support reform strategies.
- Prepare Terms of Reference (TORs), Requests for Proposals (RFPs), manage competitive bidding processes, evaluate bids, and ensure compliance with public procurement regulations.
- Perform any other duties as assigned.

Required Qualifications:
- Ph.D. in Electrical, Electronics, Computer Systems, Telecommunication Engineering, Engineering Management, or a related engineering discipline from an HEC-recognized local or foreign university with a minimum of 5 years of relevant professional experience.
OR
- Master’s degree in the above fields with at least 7 years of relevant professional experience.
- Comprehensive knowledge of modern telecommunication technologies, including next-generation mobile networks, broadband, satellite communications, RF communications, and emerging wireless technologies.
- Strong expertise in spectrum management, telecom policy, regulatory frameworks, licensing, quality of service, and sector market dynamics.
- Proven experience in formulating and implementing ICT and telecom policies, strategies, and regulatory interventions.
- Ability to provide evidence-based technical, policy, and techno-economic advice to senior government and regulatory bodies.
- Practical understanding of international telecom frameworks and ability to represent Pakistan in national and international forums.
- Demonstrated leadership in managing professional teams, fostering collaboration, and ensuring timely delivery of responsibilities.
- Excellent stakeholder engagement, communication, and interpersonal skills.
- Strong understanding of public sector procurement procedures and government bidding processes.
- Maximum age limit of 62 years as of the application deadline.

Preferred Qualifications and Benefits:
- Experience in handling multiple priorities and coordinating across institutions in a senior management role.
- Strong orientation toward public interest, sector development, and accountable decision-making.
- Appointment will be on a three-year contract, extendable for two additional years based on performance evaluation.
- Pay package and leave entitlements will be in accordance with the Federal Government’s MP-II Scale Policy, 2020.
- The role requires candidates to retire from their current posts or provide a no-objection certificate if currently employed by the government.
- The Director General (Telecom Wireless) will be considered a public servant under the Pakistan Penal Code during their tenure.
- Contract termination requires one month’s notice or payment in lieu thereof.
