Relief International (RI), a global non-profit organization dedicated to supporting communities affected by climate change and disasters, is seeking a District MHPSS Officer to provide accessible psychological and psychosocial support in designated districts. The role involves delivering services through mobile clinics, community, and home-based visits, ensuring assessment, counselling, focused interventions, and safe referrals within the officer’s professional competence. Working closely with wellbeing centres and referral teams, the officer will help overcome mobility and access barriers to maintain continuous support for participants. This position operates within RI’s broader mission to promote resilience and wellbeing across 15 countries, including Pakistan, where programs span health, protection, education, livelihoods, and WASH sectors.

Key Responsibilities

Mobile Service Planning and Access: Collaborate with coordinators and communities to prepare district visit schedules based on assessed needs and referral demands. Organize logistics including transport, staff availability, security clearances, and consultation locations. Establish confidential, culturally appropriate mobile consultation spaces with effective appointment management and group activities. Facilitate inclusive home-based support when necessary, ensuring consent and involvement of trusted caregivers or interpreters.

Assessment and Psychological Support: Conduct consent-based psychological assessments using approved tools, focusing on distress, functioning, strengths, and support needs under clinical supervision. Provide Psychological First Aid, individual and group psychosocial support, counselling, and focused interventions following training and competency verification. Support caregivers, families, and adolescents with appropriate consent, referring complex medical or psychiatric cases to qualified clinicians.

Risk Identification, Referral, and Follow-up: Identify urgent risks such as self-harm and engage clinical supervisors promptly. Facilitate safe handover and document actions without managing complex risks independently. Assess confidentiality and mobility risks before external referrals, coordinating with referral officers to ensure service receipt. Manage follow-up between visits, review missed appointments, and coordinate transfer or case closure under supervision.

Community Engagement and Service Quality: Support community awareness on wellbeing, coping, stigma reduction, and available services using approved messaging. Maintain separation between awareness activities and individual counselling, offering confidential follow-up voluntarily. Participate in clinical supervision, case reviews, and competency development. Use participant feedback and outcome measures to enhance service delivery. Coordinate with local providers and outreach teams to ensure continuity and support emergency preparedness.

Records, Reporting, and Safe Practice: Maintain timely, confidential case records using secure data collection systems with coded identifiers. Protect data and devices during travel, reporting any breaches immediately. Submit de-identified service summaries tracking unique participants, sessions, referrals, and follow-ups without disclosing clinical notes. Uphold safeguarding protocols, report concerns through designated channels, and maintain professional boundaries by avoiding intrusive questioning or conditional assistance.

Professional Conduct and Teamwork: Adhere to RI’s Code of Conduct and policies on preventing sexual exploitation, abuse, and harassment. Report concerns promptly and participate in staff wellbeing, learning activities, and security procedures. Perform duties within professional competence while modeling ethical leadership and fostering a safe environment for staff and communities.

Required Qualifications

A Master’s degree in Clinical or Counselling Psychology, or a Psychology degree with recognized postgraduate clinical training and supervised practice relevant to the role. A minimum of four years’ experience in psychological or MHPSS services, including direct supervised casework and community-based delivery. Proven competence in psychological assessment, counselling, structured interventions, risk recognition, and safe referral within a non-prescribing scope. Experience applying informed consent, confidentiality, safeguarding, and accurate case documentation. Ability to plan mobile services, communicate sensitively with diverse communities, use basic digital records, and travel regularly within RI procedures. Proficiency in Pashto, Urdu, and a local district language, with basic English reading and reporting skills.

Preferred Qualifications

Training and supervised practice in approved focused psychological interventions or Psychological First Aid. Experience working in mobile clinics, home-based support, humanitarian response, or adolescent and caregiver services. Familiarity with district health, protection, and referral services, and experience using outcome measurement tools.
