We are seeking a Senior National Short-Term Technical Assistance (STTA) Health Systems Strengthening Expert with Monitoring and Evaluation (M&E) expertise to lead the institutionalisation of district health systems for sustainable quality Primary Health Care (PHC) in Khyber Pakhtunkhwa (KP). This role supports the Evidence for Health (E4H) programme, funded by the Foreign, Commonwealth & Development Office (FCDO), which aims to strengthen Pakistan’s healthcare system by providing technical assistance to federal and provincial governments. The expert will focus on consolidating and embedding District Health Planning and Management Teams (DHPMTs), District Technical Review Committees (DTRCs), and quality PHC (qPHC) approaches into routine district health management in Peshawar, Swat, Mardan, and Kohat. The position requires advancing government ownership, leadership, and capacity for integrated health planning, performance review, quality improvement, and accountability to ensure sustainable health system strengthening.
Key Responsibilities
- Lead the institutionalisation of DHPMTs as the primary district platform for integrated health planning, coordination, performance management, and resource prioritisation. This includes refining terms of reference, standardising meeting protocols, and progressively transferring management responsibilities to district officials.
- Strengthen DTRCs as routine technical forums for reviewing PHC service delivery and quality, conducting root-cause analyses, and ensuring corrective actions are implemented and tracked effectively.
- Support the transition from periodic quality assessments to a continuous, district-owned quality improvement system. Facilitate capacity building for district and facility teams to conduct quality reviews, develop improvement plans, and implement supportive supervision.
- Embed leadership and capacity development through competency-based coaching, mentoring, and on-the-job support for district health officers, managers, and technical staff. Develop district-specific capacity plans and promote independent performance through phased reduction of external support.
- Drive the development and implementation of institutionalisation and transition plans, ensuring clear government ownership of DHPMT, DTRC, and qPHC functions. Facilitate cross-district learning, establish provincial oversight mechanisms, and prepare for phased exit strategies.
Required Qualifications
- Master’s degree or higher in Public Health, Health Systems, Health Policy, or a related discipline.
- Proven expertise in health systems strengthening, primary health care, Essential Package of Health Services (EPHS) rollout, governance, planning, and institutional reform.
- Strong competencies in strategic leadership, policy analysis, stakeholder coordination across provincial and district levels, and results-based management.
