Federal Sales Manager

PureLogics is seeking an experienced Government Contracts / Proposal Lead with a strong background in U.S. Federal and/or State, Local, Education (SLED) government contracting. The ideal candidate will have a proven history of contributing to successful government contract awards and possess hands-on expertise in capture and proposal management. This full-time position is based in Lahore, Pakistan, within the Business Development / BidOps department, with working hours from 1 PM to 10 PM. Candidates should have between 8 to 15+ years of relevant professional experience.

Key Responsibilities

- Identify and qualify government contracting opportunities within U.S. Federal and SLED markets.
- Lead capture management efforts by developing and executing pre-RFP capture strategies.
- Manage the full lifecycle of government solicitations, including RFPs, RFQs, RFIs, and Sources Sought notices.
- Create and maintain compliance matrices, proposal schedules, win themes, and differentiators to ensure competitive and compliant submissions.
- Coordinate inputs across technical, management, staffing, pricing, and past-performance sections of proposals.
- Conduct competitive analysis and provide informed recommendations for bid/no-bid decisions.
- Establish and nurture relationships with government agencies, prime contractors, and teaming partners to enhance business development efforts.
- Identify and pursue subcontracting and teaming opportunities to expand PureLogics’ government contracting footprint.
- Strengthen internal government contracting and BidOps processes to improve efficiency and effectiveness.
- Mentor and guide the existing team by introducing best practices for capture and proposal execution.

Required Qualifications

- 8 to 15+ years of professional experience, including 4 to 6+ years directly involved in U.S. Federal and/or SLED government contracting.
- Demonstrated participation in multiple awarded government contracts, showcasing a successful track record.
- Strong expertise in Capture Management and Proposal Management disciplines.
- Working knowledge of government procurement systems and regulations such as SAM.gov, FAR, GSA/MAS schedules, IDIQs, BPAs, teaming arrangements, and subcontracting processes.
- Experience in technology-related sectors including software development, IT services, cloud computing, cybersecurity, AI, digital transformation, or similar professional services.
- Ability to clearly articulate opportunities personally pursued and won, demonstrating strategic insight and execution capability.
- Excellent communication, stakeholder management, analytical, and leadership skills.
- Bachelor’s degree in Computer Science (BSCS) or an equivalent qualification.
