In collaboration with the Government of Khyber Pakhtunkhwa’s Elementary and Secondary Education Department (E&SED), UNICEF is implementing the Multi-Year Work Plan (MYWP) 2025–2027. This initiative focuses on strengthening the education sector by promoting equitable, inclusive, and quality education through evidence-based planning and sustainable implementation. The consultancy position, based in Peshawar, will concentrate on enhancing financial management, internal controls, risk mitigation, and institutional integrity within E&SED. Working closely with the UNICEF KP office, the consultant will serve as a key advisor to the Secretary of E&SED, fostering transparency and accountability across the education sector.

Key Responsibilities
- Oversee and enhance financial management systems within the Elementary and Secondary Education Department.
- Implement and monitor internal controls to reduce risks and ensure adherence to financial protocols.
- Support the Secretary of E&SED in promoting transparency, accountability, and institutional integrity.
- Conduct risk assessments and develop strategies to address financial and governance challenges.
- Coordinate with UNICEF and government stakeholders to align financial practices with donor requirements and sector strategies.
- Prepare detailed reports and presentations to effectively communicate findings, progress, and recommendations.
- Facilitate cross-sectoral coordination to ensure consistent implementation of education projects under the MYWP.

Required Qualifications
- Bachelor’s degree in Finance, Accounting, Risk Management, or a related discipline.
- At least five years of experience in public finance, risk assessment, or auditing.
- Proven expertise in anti-corruption measures or governance reform is highly desirable.
- Experience working with government institutions is preferred.
- Strong ethical standards, discretion, and a firm commitment to accountability.
- Fluency in English and Urdu; knowledge of Pashto is an advantage.
- Proficiency in digital financial management and risk mitigation tools.
- Excellent report writing and presentation skills.
- Advanced understanding of financial and risk management methodologies.
