The International Rescue Committee (IRC) is launching a 6.5-month project aimed at enhancing the safety, dignity, and resilience of vulnerable communities across five districts in Khyber Pakhtunkhwa. This initiative focuses on improving access to specialized protection and legal assistance services, raising awareness of legal and human rights, and strengthening community and stakeholder capacities through an integrated, inclusive, and community-led protection system. Under the supervision of the Senior Finance Officer, the Finance Officer will manage day-to-day financial operations for the project, ensuring accurate, timely, and compliant financial transactions, budget monitoring, expenditure control, and reporting in line with IRC policies and donor requirements. This role requires field travel and close coordination with multiple teams.
Key Responsibilities:
- Assist the Senior Finance Officer in preparing and regularly reviewing the project budget, expenditure forecasts, and cash flow requirements.
- Maintain accurate financial records, ensuring transactions are correctly coded to the project and budget lines.
- Process payments, advances, settlements, and other financial transactions following IRC procedures.
- Review supporting documentation for completeness, accuracy, authorization, and compliance before processing payments.
- Monitor project expenditures against the approved budget, promptly reporting any variances or risks to the Senior Finance Officer.
- Provide regular budget-versus-actual expenditure updates to the Senior Finance Officer and Project Management.
- Coordinate with Programme, Supply Chain, and HR teams to align financial requirements with activity planning, procurement, and staffing.
- Support the preparation of monthly financial reports, expenditure forecasts, and donor financial submissions.
- Maintain proper filing and documentation of vouchers, invoices, advances, liquidations, and other financial records.
- Monitor staff and operational advances, ensuring timely liquidation according to IRC procedures.
- Assist with payroll-related processes and project staff cost allocation where applicable.
- Ensure compliance with IRC financial policies, donor requirements, and internal controls.
- Support internal and external audits, financial reviews, and donor verification exercises by providing required documentation.
- Identify and report financial risks, irregularities, or control weaknesses to the Senior Finance Officer.
- Maintain confidentiality and safeguard financial information.
- Support project close-out activities, including expenditure reconciliation, clearance of advances and commitments, and final financial reporting.
- Adhere to IRC policies on safeguarding, PSEA, fraud prevention, and Code of Conduct.
Required Qualifications:
- Bachelor’s degree minimum; Master’s degree preferred in Finance, Accounting, Business Administration, Commerce, or related fields.
- Professional qualifications or progress toward ACCA, CA, CIMA, or equivalent are advantageous.
- At least 3 years of relevant professional experience in finance or accounting, preferably within an NGO, INGO, or humanitarian organization.
- Experience in project financial management, budget monitoring, expenditure tracking, and financial reporting.
- Familiarity with donor-funded projects, especially IOM or UN-funded programs, is a plus.
- Proven experience processing payments, advances, liquidations, payroll transactions, and maintaining financial documentation.
- Experience supporting audits, financial reviews, and donor compliance requirements.
- Strong skills in budget monitoring, financial analysis, and expenditure control.
- Good knowledge of accounting principles, financial procedures, and internal controls.
- Proficiency in MS Excel and financial/accounting systems.
- Excellent organizational skills with the ability to manage multiple priorities and meet deadlines.
- Strong written and verbal communication skills.
- Ability to maintain confidentiality and handle sensitive financial information with integrity and accountability.
- Commitment to IRC values, safeguarding, PSEA, fraud prevention, and Code of Conduct.
- Willingness to work in a fast-paced emergency response environment and travel across the seven target districts.
Preferred Qualifications and Additional Information:
- Experience working with INTEGRA, field-based teams, and managing financial transactions across multiple locations is desirable.
- Familiarity with the cultural, administrative, health systems, and local development stakeholders in Khyber Pakhtunkhwa is an advantage.
- The position reports to the Senior Finance Officer in Peshawar and supervises drivers, office aides, and cleaners. It requires close coordination with program, finance, supply chain, MEAL, and MIS teams.
