The International Rescue Committee (IRC) is launching a 6.5-month project aimed at enhancing the safety, dignity, and resilience of vulnerable communities across five districts in Khyber Pakhtunkhwa. This initiative focuses on improving access to specialized protection and legal assistance services, raising awareness of legal and human rights, and strengthening community and stakeholder capacities through an integrated, inclusive, and community-led protection system. Under the supervision of the Senior Finance Officer, the Finance Officer will manage day-to-day financial operations of the project, ensuring accurate, timely, and compliant financial transactions, budget monitoring, expenditure control, and reporting in line with IRC policies and donor requirements. This role includes travel to field locations.
Key Responsibilities:
- Assist the Senior Finance Officer in preparing and regularly reviewing project budgets, expenditure forecasts, and cash requirements.
- Maintain accurate financial records, ensuring transactions are correctly coded to projects and budget lines.
- Process payments, advances, settlements, and other financial transactions following IRC procedures.
- Review supporting documents for completeness, accuracy, authorization, and compliance before processing payments.
- Monitor project expenditures against approved budgets and promptly report variances or potential overspending.
- Provide regular budget-versus-actual expenditure updates to Senior Finance Officer and Project Management.
- Coordinate with Programme, Supply Chain, and HR teams to align financial requirements with activity planning, procurement, and staffing.
- Support preparation of monthly financial reports, expenditure forecasts, and donor financial reporting.
- Maintain proper filing and documentation of vouchers, invoices, advances, liquidations, and other financial records.
- Monitor staff and operational advances, ensuring timely liquidation per IRC procedures.
- Support payroll-related processes and project staff cost allocations as applicable.
- Ensure compliance with IRC financial policies, donor requirements, and internal controls.
- Assist with internal and external audits, financial reviews, and donor verification by providing necessary documentation.
- Identify and report financial risks, irregularities, or control weaknesses to the Senior Finance Officer.
- Maintain confidentiality and safeguard financial information.
- Support project close-out activities, including expenditure reconciliation, clearance of outstanding advances and commitments, and final financial reporting.
- Adhere to IRC policies on safeguarding, prevention of sexual exploitation and abuse (PSEA), fraud prevention, and the Code of Conduct.
Required Qualifications:
- Bachelor’s degree minimum in Finance, Accounting, Business Administration, Commerce, or related fields; Master’s degree is an advantage.
- Professional qualifications or progress toward ACCA, CA, CIMA, or equivalent are preferred.
- At least 3 years of relevant professional experience in finance/accounting, preferably within an NGO, INGO, or humanitarian/development organization.
- Proven experience in project financial management, budget monitoring, expenditure tracking, and financial reporting.
- Experience working with donor-funded projects, especially with UN agencies or IOM, is advantageous.
- Familiarity with processing payments, advances, liquidations, payroll transactions, and maintaining financial documentation.
- Experience supporting audits, financial reviews, and donor compliance processes.
- Strong skills in budget monitoring, financial analysis, and expenditure control.
- Good knowledge of accounting principles, financial procedures, and internal controls.
- Proficiency in MS Excel and financial/accounting software.
- Excellent organizational skills, attention to detail, and ability to manage multiple priorities under deadlines.
- Strong written and verbal communication skills, with the ability to prepare clear financial reports and explain budget variances.
- Ability to maintain confidentiality and handle sensitive financial information with integrity and accountability.
- Capacity to work independently while coordinating effectively with finance and program teams.

- Willingness to work in a fast-paced emergency response environment and support field operations across multiple districts.
- Familiarity with the cultural, administrative, and health system dynamics of Khyber Pakhtunkhwa is an advantage.
