The Finance Officer plays a crucial role in supporting the financial operations within ICRC field structures. This position ensures the accuracy and integrity of financial documentation, adherence to internal procedures, and effective coordination with centralized accounting teams. Additionally, the role supports logistical Welcome activities, including organizing pick-up and drop-off services for ICRC staff and guests, managing travel arrangements, and coordinating accommodation.

Key Responsibilities:
- Process all cash and bank payments, monitor daily cash levels, prepare timely cash requests, and manage petty cash with proper documentation, reconciliation, and secure handling.
- Review and process invoices and payments through Finance STM, Finance Workspace, and Offsite Accounting systems.
- Validate supporting documents for accuracy, completeness, and compliance before disbursements or financial transactions.
- Ensure proper electronic and physical archiving of financial documents to maintain audit readiness and comply with document retention policies.
- Monitor and reconcile advances, validate general ledger accounts and financial coding, and coordinate the clearance of open items with relevant stakeholders.
- Manage cash disbursements and payments within the Sub-Delegation.
- Enforce adherence to financial rules, procedures, and internal controls, flagging any irregularities and supporting compliance efforts.
- Support month-end closing processes, supplier and transaction management, and perform additional administrative tasks as needed.
- Assist with Welcome activities by organizing transportation and accommodation for ICRC personnel and guests.
- Allocate Event Request Forms for review and validation in PES Finance STM to relevant parties, including CC responsible, SCMS, FAD Manager, PES Management, and the Admin Assistant in charge of event arrangements.
- Responsible for creating new suppliers in the IRIS supplier portal.

Required Qualifications:
- High school diploma, professional diploma, or equivalent experience in accounting.
- Minimum of 1-2 years of professional experience in a similar financial role.
- Experience in designing and maintaining internal control systems.
- Knowledge of internal control systems and best practices in financial accounting.
- Familiarity with integrated Enterprise Resource Planning (ERP) financial systems.
- Proficiency in MS Office 365 applications, including Excel, Word, and PowerPoint.
- Good command of English and Urdu languages.
- Computer proficiency with Office Suite and Hyperion (Essbase).

Preferred Qualifications and Additional Information:
- Professional certification in Finance and Accountancy is considered an asset.
- Experience in administrative activities is advantageous.
