Government Contracts / Proposal Lead (U.S Federal & SLED)

PureLogics is seeking an experienced Government Contracts / Proposal Lead with strong hands-on expertise in U.S. Federal and/or State, Local, Education (SLED) government contracting. The ideal candidate will have a proven track record of contributing to successful government contract awards and will play a pivotal role in driving the company’s government business development efforts. This full-time position is based in Johar Town, Lahore, with working hours from 1 PM to 10 PM. Candidates should bring 8 to 15+ years of professional experience, including significant direct involvement in federal or SLED government contracts.

Key Responsibilities

- Identify and qualify U.S. Federal and SLED government contracting opportunities to support business growth.
- Lead capture management activities and develop effective pre-RFP capture strategies to position PureLogics competitively.
- Manage the end-to-end process for RFPs, RFQs, RFIs, Sources Sought, and government proposals.
- Develop compliance matrices, proposal schedules, win themes, and differentiators that align with government requirements.
- Coordinate responses across technical, management, staffing, pricing, and past-performance sections to ensure cohesive and compliant proposals.
- Conduct competitive analysis and provide input for bid/no-bid decisions to optimize resource allocation.
- Build and maintain strong relationships with government agencies, prime contractors, and teaming partners.
- Identify and pursue subcontracting and teaming opportunities to expand the company’s footprint.
- Strengthen PureLogics’ government contracting and BidOps processes through continuous improvement initiatives.
- Mentor and guide the existing team by introducing best practices to enhance capture and proposal execution capabilities.

Required Qualifications

- 8 to 15+ years of professional experience, with at least 4 to 6 years directly involved in U.S. Federal and/or SLED government contracting.
- Demonstrable history of participation in multiple awarded government contracts.
- Strong expertise in Capture Management and Proposal Management methodologies.
- Working knowledge of SAM.gov, Federal Acquisition Regulation (FAR), GSA/MAS schedules, IDIQ contracts, BPAs, teaming arrangements, subcontracting, and government procurement processes.
- Experience in technology sectors such as software development, IT services, cloud computing, cybersecurity, artificial intelligence, digital transformation, or related professional services.
- Ability to clearly articulate opportunities personally pursued and won, demonstrating a results-driven approach.
- Excellent communication, stakeholder management, analytical, and leadership skills.
- Bachelor’s degree in Computer Science or an equivalent field.
