Descon Engineering Ltd is seeking a highly experienced and strategic Head of Proposals to lead the comprehensive review and development of design engineering proposals for projects in the oil & gas, petrochemical, and related industrial sectors. This senior leadership role requires full ownership of proposal quality, competitiveness, and profitability, while driving successful bid strategies across Lump Sum Turnkey (LSTK), Long-Term Agreements (LTA), and Direct Hire contracts. The ideal candidate will collaborate closely with cross-functional teams to ensure technically sound, commercially viable, and risk-mitigated proposals that align with the company’s business objectives.
Key Responsibilities
Proposal Leadership: Take charge of the end-to-end review process for engineering proposals, ensuring validation of scope, design bases, deliverables, and man-hour estimates to maintain high technical accuracy and consistency.
Commercial Strategy: Develop and implement winning bid strategies in partnership with Business Development, Finance, and Engineering leadership. This includes assessing profit margins, pricing assumptions, and the long-term business impact of proposals.
Bid/No-Bid Decision Making: Critically evaluate the strategic fit, commercial returns, and delivery feasibility of potential projects to provide informed bid/no-bid recommendations to executive management.
Risk & Contract Governance: Identify contractual, commercial, and technical risks at an early stage. Work closely with Legal and Contracts teams to define assumptions, exclusions, and mitigation plans that protect the company’s interests.
Stakeholder & Client Engagement: Lead technical and commercial discussions with clients during the bidding process. Ensure seamless alignment and communication across all relevant business functions to support successful proposal outcomes.
People & QHSE Leadership: Mentor and develop high-performing proposal and design teams. Ensure strict adherence to Descon’s Integrated Management System (DIMS), Quality Assurance/Quality Control (QA/QC), and Quality, Health, Safety, and Environment (QHSE) standards.
Required Qualifications
Education: Bachelor’s or Master’s degree in Chemical, Mechanical, or Process Engineering.
Experience: A minimum of 15 years of relevant experience in proposal development, design engineering, and bid management within the petrochemical or oil & gas industries.
Core Competencies
Strong commercial and business acumen with a proven track record in commercial risk evaluation and contract negotiation. Demonstrated leadership abilities, including team management and effective stakeholder engagement. In-depth knowledge of LSTK, LTAs, and major project frameworks is essential for success in this role.
