Our client, Médecins Sans Frontières (MSF), is seeking a Health Promotion Officer (HIV) based in Karachi. The successful candidate will lead and supervise Community Health Worker (CHW) teams to deliver integrated health education, surveillance, case management, and community engagement activities. This role requires close collaboration with medical teams and stakeholders to promote health-seeking behavior and ensure holistic patient care within the community.

Key Responsibilities

- Health Education & Service Promotion: Lead the development, testing, and delivery of community health education materials and activities. Supervise CHW teams to ensure effective patient counseling, health talks, and implementation of digital health promotion strategies.

- Situation Analysis & Feedback: Conduct rapid assessments and systematically collect community feedback and rumors. Encode data and promptly report critical issues such as red flags, security concerns, and health-seeking behavior to project coordination.

- Social Networking & Community Engagement: Build and maintain strategic relationships with community leaders, partners including NGOs, government health services, and traditional birth attendants (TBAs). Lead community meetings and maintain updated community mapping.

- Community-Based Surveillance: Oversee CHW surveillance activities including active and passive case finding, linkage to care, and patient tracing. Ensure accurate data collection, encoding, and database management.

- Community Case Management: Coordinate community participation in case management initiatives. Provide supervision, training, and coaching to CHWs to ensure effective implementation.

- Supportive Environments: Develop stigma reduction initiatives and supportive community spaces such as friendly spaces, youth clubs, health committees, and anti-stigma campaigns to foster enabling environments for health-seeking behavior.

- Team Management: Plan, organize, and supervise CHW team activities and meetings in collaboration with the Health Promotion and Community Engagement (HPCE) supervisor to ensure effective team performance and coordination.

- MSF-Specific HIV Accountabilities: Conduct culturally appropriate HIV/AIDS health education and awareness campaigns, emphasizing prevention, testing, treatment, and respectful care for people living with HIV. Mobilize and engage community leaders, religious leaders, youth groups, women’s groups, and local organizations to reach underserved populations. Support digital health promotion approaches where feasible.

- Conduct structured pre-test counseling sessions for individuals or couples, ensuring clear communication about HIV transmission, testing benefits, window periods, and voluntary consent in local languages.

- Enforce strict medical confidentiality by using unique alphanumeric identification codes for all registration, testing requests, and result logging, avoiding the use of patient names or unconsented personal identifiers.

- Facilitate awareness sessions and distribute pre-test health promotion materials in community spaces, factories, youth hubs, and healthcare waiting areas across District Keamari to combat HIV misinformation and stigma.

- Support HIV-positive clients with voluntary and ethical partner notification options, encouraging partner or couple testing while safeguarding client autonomy and safety.

- Ensure immediate and smooth referral and linkage of HIV-test-reactive patients to their preferred healthcare structures and ART centers for confirmatory testing, clinical evaluation, and lifelong treatment.

- Collect community feedback regarding HIV services, identify barriers to accessing testing, treatment, and prevention, document complaints and concerns, and share findings with program and clinical teams for corrective action.
