ICT Engineer

The ICT Engineer serves as the senior technical expert and primary ICT contact for the assigned location. This role involves strategic planning, management, and operation of all ICT systems and services, ensuring they align with organizational ICT policies, international standards, and the global ICT strategy. The incumbent is responsible for maintaining high availability, security, resilience, and compliance of ICT infrastructure. They lead ICT projects and continuous improvements, manage the local ICT team and budget, and provide expert advice to management for informed decision-making. The ICT Engineer designs and implements robust, secure, and scalable ICT solutions, guarantees business continuity and disaster recovery, and acts as the escalation point for complex technical incidents.

Key Responsibilities:
- Manage and maintain ICT infrastructure to ensure optimal performance and reliability.
- Ensure ICT compliance with organizational policies and international standards.
- Enhance ICT resilience and preparedness through proactive planning and risk management.
- Lead technical upgrades and maintain effective stakeholder relationships.
- Implement ICT policies consistently across the site.
- Prepare site and visit reports along with detailed technical documentation.
- Oversee budgets and financial management related to ICT operations.
- Manage ICT assets, ensuring proper inventory and lifecycle management.
- Maintain data cleanliness and perform analysis to support decision-making.
- Engage with management to provide expert ICT advice and support.
- Lead and develop the local ICT team through effective people management.
- Drive change management initiatives to improve ICT services and infrastructure.
- Deliver user support, service delivery, and training to end-users.
- Manage unified communication systems.
- Oversee telecommunications systems, including Satellite and VHF/Radio technologies.
- Implement new ICT initiatives and projects to enhance operational capabilities.

Required Qualifications:
- Bachelor’s or Master’s degree in Computer Science, Telecommunications, Electronics, or a related field.
- Minimum of 7-8 years of progressive experience in ICT infrastructure management, including at least 4 years in roles such as ICT Specialist 2, ICT Engineer, or ICT Officer within international organizations, NGOs, or corporate environments.
- Hands-on experience with satellite communications (e.g., BGAN, IP Terminal, Starlink, Thuraya, Iridium), fiber optics, and VHF/UHF radio systems, particularly in field or remote settings.
- Proficiency with ITSM tools such as ServiceNow or Jira Service Management.
- Proven expertise in managing enterprise networks, including Fortigate ecosystem components (FortiGate, FortiSwitch, FortiAP, FortiManager, FortiAnalyzer), SD-WAN, and Windows Server platforms (2016/2019/2022).
- Experience with Microsoft 365 ecosystem, Server Administration, Azure AD/Entra ID, MDM/MAM/Intune, MS Teams, SharePoint, virtualization (Hyper-V), NAS/Backup systems, DNS, DHCP, and IP/Subnet addressing.
- Strong knowledge of cybersecurity principles, firewall management, endpoint protection, vulnerability management, and incident response.
- Excellent organizational, communication, and technical documentation skills.
- Fluency in English and Urdu; additional local languages are considered an asset.

Preferred Qualifications and Benefits:
- ICT management certification such as ITIL is advantageous.
- Project management certification is a plus.
- Cybersecurity certification is beneficial.
- Microsoft certifications (MCSA level) related to Windows Server, Hypervisors, and Office 365 support are preferred.
