Key Responsibilities
Support the review of systems and processes for implementing partners (IPs), including budget and financial reviews, risk mitigation, and other procedural assessments. Evaluate IP Standard Operating Procedures (SOPs), capacity assessments, performance scorecards, and related tools to propose improvements aimed at enhancing financial and fiduciary accountability. Assist in developing benchmark costs for IP staff and office expenses to guide budget reviews. Contribute to initiatives that strengthen the IP unit and build staff capacity by providing training and guidance.
Recommend tools, generate data analytics, and propose service standards for the IP sub-unit. Collaborate to improve relevant modules within the IOM Pakistan Portal. Mentor IPs on systems and processes to promote accountability and transparency. Conduct IP Capacity Assessments, prepare reports identifying risk levels, and highlight areas for improvement.
Review IP budget proposals to ensure reasonableness of line items and unit costs, reflecting market rates and justified effort levels. Support the preparation of work programs for IP financial reviews and determine the extent of substantive testing based on capacity assessment outcomes. Ensure IP procurement transactions comply with IOM procurement rules and mission-specific instructions. Mentor and monitor IP procurement processes, including tender procedures, supplier verification, and spot checks.
Conduct quality control checks on IP-related files and payment requests. Perform assurance procedures for transactions materially impacting financial reports. Manage housekeeping tasks related to open engagements and provide updates on outstanding items in the accounting system. Maintain a comprehensive filing system for all IP-related documentation from initiation to closure. Provide ad hoc translation of documents from Urdu to English and perform other duties as assigned.
Required Qualifications
Education:
- University degree in Accounting, Business Administration, or a related field from an accredited institution with four years of relevant professional experience; or
- Completed high school education from an accredited institution with six years of relevant professional experience.
- Professional certification such as Chartered Accountant or Certified Public Accountant is an advantage.
Experience:
- Proven experience in finance and accounting.
- Experience in project finance reporting and knowledge of audit or implementing partner review processes.
Skills:
- Familiarity with UN accounting systems, procedures, and ERP systems is a distinct advantage.
- Ability to prepare clear, concise reports and analyze data effectively.
- High computer literacy, including excellent knowledge of Excel and proficiency in other MS Office applications.
Languages:
- Fluency in at least one of IOM’s official languages (English, French, or Spanish) is required. Language proficiency will be assessed during the selection process.
