Key Responsibilities
Support the review of systems and processes for implementing partners (IPs), including budget and financial reviews, risk mitigation, and other procedural assessments. Evaluate IP Standard Operating Procedures (SOPs), Capacity Assessments, and Performance Scorecards, proposing enhancements to improve financial and fiduciary accountability. Assist in developing benchmark costs for IP staff and office expenses to guide budget reviews. Contribute to initiatives aimed at strengthening the IP unit and building staff capacity by providing training and guidance.

Recommend tools, generate data analytics, and propose service standards for the IP sub-unit while collaborating to improve relevant modules of the IOM Pakistan Portal. Mentor IPs on systems and processes to enhance accountability and transparency. Conduct IP Capacity Assessments, prepare risk-level reports, and identify areas for improvement.

Review IP budget proposals to ensure reasonableness of line items and unit costs, reflecting market rates and justifiable effort levels. Support the preparation of work programs for IP financial reviews and determine the scope of substantive testing based on assessment results. Ensure IPs comply with IOM procurement rules and mission-specific instructions. Mentor and monitor IP procurement processes, including tender procedures, supplier verification, and spot checks. Conduct quality control checks on IP-related files and payment requests.

Perform assurance procedures on transactions materially affecting financial reports. Manage housekeeping tasks related to open engagements and provide updates on outstanding items in the accounting system. Maintain an organized filing system for all IP-related documentation from initiation to closure. Provide ad hoc translation of documents from Urdu to English. Perform other duties as assigned.

Required Qualifications
A university degree in Accounting, Business Administration, or a related field from an accredited institution with at least four years of relevant professional experience; or a completed high school diploma with six years of relevant experience. Professional certifications such as Chartered Accountant (CA) or Certified Public Accountant (CPA) are advantageous. Accredited universities refer to those listed in the UNESCO World Higher Education Database.

Experience in finance and accounting is essential, with demonstrated knowledge of project finance reporting and conducting audits or IP reviews. Familiarity with UN accounting systems, procedures, and ERP systems is a distinct advantage.

Skills
Strong ability to prepare clear, concise reports and analyze source information and data. High computer literacy is required, including excellent proficiency in Excel and good knowledge of other MS Office applications.

Languages
Fluency in one of IOM’s official languages (English, French, or Spanish) is required. Language proficiency will be assessed during the selection process, which may include written and oral evaluations.

Additional Information
Appointment is subject to funding confirmation, medical fitness, accreditation, residency or visa requirements, and security clearances. This selection process may be used to fill similar roles across various duty stations, with recommended candidates eligible for appointment for up to 24 months. IOM maintains a zero-tolerance policy for misconduct, including sexual exploitation, harassment, abuse of authority, and discrimination.
