Key Responsibilities

- Support the review of systems and processes for implementing partners (IPs), including budget and financial reviews, risk mitigation, and other procedural assessments.

- Evaluate IP Standard Operating Procedures (SOPs), capacity assessments, performance scorecards, and related tools. Propose enhancements to improve financial and fiduciary accountability.

- Assist in developing benchmark costs for IP staff and office expenses to guide budget reviews.

- Contribute to initiatives aimed at strengthening the IP unit, including capacity-building activities such as training and guidance for staff.

- Recommend tools, generate data analytics, and propose service standards for IP sub-units. Collaborate to improve relevant modules of the IOM Pakistan Portal related to IP engagements.

- Mentor IPs on systems and processes to enhance accountability and transparency.

- Conduct IP Capacity Assessments, prepare reports outlining risk levels, and identify areas for improvement.

- Review IP budget proposals to ensure reasonableness of line items and unit costs, aligning with market rates and project requirements.

- Support the preparation of work programs for IP financial reviews and determine the extent of substantive testing based on capacity assessment outcomes.

- Ensure IP procurement transactions comply with IOM procurement rules, regulations, and mission-specific instructions.

- Monitor and mentor IP procurement processes, including tender procedures, supplier verification, and spot checks.

- Perform quality control checks on IP-related files and payment requests.

- Conduct assurance procedures for transactions impacting financial reports.

- Manage housekeeping tasks related to open engagements and provide periodic updates on outstanding items in the IOM accounting system.

- Maintain an organized filing system for all IP-related documentation from initiation to closure.

- Provide ad hoc translation of documents from Urdu to English.

- Perform other duties as assigned.

Required Qualifications

- University degree in Accounting, Business Administration, or a related field from an accredited institution with at least four years of relevant professional experience; or

- Completed high school education from an accredited institution with six years of relevant professional experience.

- Professional certification as a Chartered Accountant or Certified Public Accountant is an advantage.

- Experience in finance and accounting, including project finance reporting and knowledge of audit or implementing partner review processes.

- Familiarity with UN accounting systems, procedures, and ERP systems is a distinct advantage.

- Proven ability to prepare clear, concise reports and analyze data effectively.

- High level of computer literacy, including excellent knowledge of Excel and proficiency in other MS Office applications.

Languages

Fluency in one of IOM’s official languages (English, French, or Spanish) is required. Language proficiency will be assessed during the selection process, which may include written and oral evaluations.

Additional Information

This position is subject to funding confirmation and may be used to staff similar roles in various duty stations. Appointment depends on medical fitness, accreditation, residency or visa requirements, and security clearances.
