Jira Specialist

Pakistan Digital Authority (PDA) is seeking a skilled Jira Specialist for a consultancy assignment based in Islamabad. The selected candidate will provide expert consultancy services to design, configure, optimize, and govern Jira-based project and program management workflows. This role is critical in supporting PDA’s efforts to establish a standardized digital delivery environment that effectively tracks projects, products, initiatives, risks, dependencies, milestones, and overall performance across the organization.

Key Responsibilities

- Jira Configuration & Workflow Design: Evaluate existing project and program management processes at PDA and translate them into efficient Jira workflows. Configure projects, workflows, issue types, fields, screens, permissions, notifications, and approval systems. Develop standardized workflows suitable for Agile, Waterfall, and hybrid delivery models. Ensure Jira supports tracking of milestones, dependencies, risks, issues, actions, and deliverables.

- PMO & Governance Enablement: Implement Jira structures and controls aligned with PDA’s PMO governance framework. Create standardized templates and workflows for project initiation, planning, delivery, change management, risk management, and project closure. Configure dashboards and reporting tools to facilitate management and PMO oversight. Support governance checkpoints, approvals, and escalation processes.

- Dashboards & Reporting: Design executive, program, project, and team-level dashboards. Configure KPIs and performance reports covering schedule adherence, delivery status, risks, issues, dependencies, and milestones. Enable automated reporting and enhance management visibility through Jira dashboards.

- Integration & Optimization: Provide guidance on integrating Jira with tools such as Confluence, service management, collaboration, development, and reporting platforms. Review current configurations and recommend improvements to enhance scalability, usability, security, and performance. Assist with data migration and configuration of existing project information as needed.

- Training & Knowledge Transfer: Conduct training sessions for PDA teams, project managers, PMO staff, and other users on Jira workflows, dashboards, and governance processes. Develop comprehensive user guides, configuration documentation, and standard operating procedures. Facilitate knowledge transfer to designated PDA personnel to ensure sustainable platform administration.

Required Qualifications

- Bachelor’s degree in Computer Science, Information Technology, Engineering, Business Administration, Project Management, or a related field.
- 5 to 8 years of relevant experience in Jira administration, implementation, PMO technology, or project management systems.
- Proven expertise in configuring Jira for enterprise or large-scale project and program environments.
- Strong knowledge of Jira workflows, dashboards, permissions, automation, reporting, and Confluence.
- Experience implementing Jira in Agile, Scrum, Waterfall, or hybrid delivery environments.
