Key Responsibilities
- Support recruitment processes by coordinating the publication of vacancy notices, managing applications, arranging interviews and tests, preparing documentation, communicating with candidates, and conducting reference checks.
- Manage pre-employment activities including preparation of Entry on Duty (EOD) documentation, coordination of medical exams and security briefings, orientation sessions, insurance enrollment, and creation of personal files.
- Maintain and update the organizational HR system with accurate data, monitor contractual statuses and entitlements, and generate HR reports and documentation.
- Serve as Timekeeper by maintaining leave records, reconciling leave quotas, generating leave reports, responding to leave-related inquiries, and guiding staff on leave procedures.
- Assist in separation, classification, reclassification, and promotion processes by collecting documentation, drafting forms, calculating entitlements, obtaining approvals, and coordinating with relevant units.
- Update and maintain both electronic and physical filing systems, including personnel and recruitment files, HR policies, regulations, and manuals.
- Draft employment certificates, notices, letters, reports, presentations, and update organizational charts to support timely submissions.
- Organize meetings, training sessions, and other HR events by managing logistics such as venue arrangements, equipment, materials, correspondence, and document preparation.
- Respond to general inquiries regarding HR policies, procedures, and instructions.
- Perform other related duties as assigned.
Required Qualifications
Education:
- High School diploma with four years of relevant experience, or
- Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field with two years of relevant professional experience. Accredited universities must be listed in the UNESCO World Higher Education Database.
Experience:
- Relevant experience in human resources administration or personnel support functions.
- Proven ability to support administrative processes and deliver quality HR support services.
- Experience handling confidential personnel information and maintaining accurate records.
- Ability to coordinate with multiple stakeholders in a multicultural environment.
- Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
- Experience with HRIS or ERP systems, preferably Oracle, is an advantage.
- Previous work experience with international organizations, humanitarian agencies, NGOs, or government institutions is preferred.
Skills:
- Strong knowledge of HR policies, procedures, and administrative practices.
- Familiarity with recruitment, onboarding, contract administration, and employee lifecycle management.
- Understanding of leave administration, timekeeping, and HR data management.
- Competence in records management, document control, and confidentiality.
- Ability to prepare HR reports, personnel statistics, and employment-related documentation.
- Working knowledge of the UN Common System and international organization HR frameworks is an asset.
Languages:
Fluency in at least one of IOM’s official languages—English, French, or Spanish—is required. Language proficiency will be assessed during the selection process, which may include written and oral evaluations.

Appointment is subject to funding confirmation, medical fitness, accreditation, residency or visa requirements, and security clearances.
