Key Responsibilities
- Support recruitment processes by coordinating the publication of vacancy notices, managing applications, arranging interviews and tests, preparing documentation, communicating with candidates, and conducting reference checks.
- Carry out pre-employment activities including preparation of Entry on Duty (EOD) documentation, coordination of medical exams and security briefings, and inclusion in insurance plans.
- Maintain and update data in the organizational HR system, ensuring accuracy and consistency; monitor contractual situations and entitlements; generate reports and HR-related documentation.
- Serve as Timekeeper by maintaining leave quotas, reconciling leave records, generating leave reports, responding to leave-related inquiries, and guiding staff on procedures.
- Support separation, classification, reclassification, and promotion processes by collecting documentation, drafting forms, calculating entitlements, obtaining approvals, and coordinating with relevant units.
- Update and maintain electronic and physical personnel files, recruitment files, HR policies, regulations, and internal controls.
- Draft certificates of employment, notices, letters, reports, presentations, and update organizational charts.
- Assist in organizing meetings, training sessions, and other HR events by managing logistics, preparing correspondence, and assembling documents.
- Respond to general inquiries regarding HR policies, procedures, and instructions.
- Perform other related duties as assigned.

Required Qualifications
Education:
- High school diploma with four years of relevant experience; or
- Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field with two years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
- Relevant experience in human resources administration or personnel support functions.
- Experience supporting administrative processes and delivering quality HR services.
- Experience handling confidential personnel information and maintaining accurate records.
- Proven ability to coordinate with multiple stakeholders in multicultural environments.
- Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
- Experience with HRIS or ERP systems, preferably Oracle, is an advantage.
- Previous work experience with international organizations, humanitarian agencies, NGOs, or government institutions is beneficial.

Skills:
- Knowledge of HR policies, procedures, and administrative practices.
- Familiarity with recruitment, onboarding, contract administration, and employee lifecycle management.
- Proficiency in HRIS and ERP systems, preferably Oracle.
- Understanding of leave administration, timekeeping, and HR data management.
- Strong records management, document control, and confidentiality skills.
- Ability to prepare HR reports, personnel statistics, and employment-related documentation.
- Working knowledge of the UN Common System and international HR frameworks is an advantage.

Languages:
Fluency in one of IOM’s official languages—English, French, or Spanish—is required. Language proficiency will be evaluated during the selection process through written and/or oral assessments.
