Key Responsibilities
Support recruitment processes by coordinating the publication of Vacancy Notices and Special Vacancy Notices, managing applications, arranging interviews and tests, preparing documentation, communicating with candidates, and conducting reference checks. Carry out pre-employment activities including preparation of Entry on Duty (EOD) documentation, coordination of medical exams, follow-up on medical clearances, organization of orientation sessions, security briefings, and inclusion in insurance plans. Create and maintain personal files and related documentation.
Manage HR data within the organizational HR system with a focus on accuracy and consistency. Monitor contractual situations, entitlements, and generate HR reports. Perform timekeeping duties by maintaining leave quotas, reconciling leave balances, generating leave reports, and guiding staff on leave procedures.
Support separation, classification, reclassification, and promotion processes by collecting documentation, drafting forms, performing calculations, obtaining approvals, and coordinating with relevant units. Maintain electronic and physical archives including personnel files, recruitment files, HR policies, regulations, and manuals.
Draft certificates of employment, notices, letters, reports, presentations, and update organizational charts. Assist in organizing meetings, training sessions, and other HR events by managing logistics such as arranging facilities, equipment, materials, and preparing correspondence.
Respond to general inquiries regarding HR policies, procedures, and instructions. Perform other related duties as assigned.
Required Qualifications
Education: High school diploma with four years of relevant experience, or a bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field with two years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database.
Experience: Demonstrated experience in human resources administration or personnel support functions. Proven ability to support administrative processes and deliver quality HR services. Experience handling confidential personnel information and maintaining accurate records. Ability to coordinate with multiple stakeholders in a multicultural environment.
Skills: Proficiency in Microsoft Office applications including Word, Excel, PowerPoint, and Outlook. Familiarity with HRIS or ERP systems, preferably Oracle, is an advantage. Knowledge of human resources policies, recruitment, onboarding, contract administration, employee lifecycle management, leave administration, timekeeping, and HR data management. Understanding of records management, document control, and confidentiality requirements. Ability to prepare HR reports and employment-related documentation.
Languages: Fluency in at least one of IOM’s official languages—English, French, or Spanish—is required. Language proficiency will be assessed during the selection process.
Preferred Qualifications and Additional Information
Experience with international organizations, humanitarian agencies, NGOs, or government institutions is considered an asset. Familiarity with the UN Common System and international organization HR frameworks is advantageous.
