This role seeks a Senior National Short-Term Technical Advisor (STTA) to lead efforts in strengthening the functional integration of family planning (FP) and population stabilisation services within primary health care and district health systems in Khyber Pakhtunkhwa (KP). The advisor will provide technical leadership to embed Population Welfare Department (PWD) initiatives within the Department of Health (DoH) frameworks, focusing on improving service delivery, planning, performance monitoring, and governance. This position supports the Evidence for Health (E4H) programme, funded by the Foreign, Commonwealth & Development Office (FCDO), which aims to enhance Pakistan’s health system resilience and equity through integrated, evidence-based approaches.

Key Responsibilities

- Lead a rapid assessment of current functional integration between PWD and DoH at facility, district, and provincial levels, identifying bottlenecks, good practices, and opportunities for improvement.
- Co-design a practical, sustainable, and scalable model for FP integration within routine primary health care, district planning, and performance monitoring, ensuring alignment with ongoing health reforms and investments.
- Provide targeted implementation support in four districts where E4H has introduced District Action Plans (DAP) and Facility Level Budgeting (FLB), strengthening FP service delivery through existing health system platforms.
- Facilitate coordination between DHOs, DPWOs, DHPMTs, and facility teams to incorporate FP priorities into district and facility planning, budgeting, and performance review processes.
- Strengthen referral systems, commodity management, and linkages between FP and maternal, postnatal, immunization, and community health services.
- Support capacity building by fostering partnerships between Regional Training Institutes (RTIs) and the Provincial Health Services Academy (PHSA) for coordinated workforce development.
- Promote institutionalization of integrated FP governance, coordination, and monitoring functions within government structures, ensuring progressive transition of responsibilities to provincial and district counterparts.
- Lead senior-level engagement with government stakeholders, facilitating consensus-building and evidence-based decision-making.
- Produce high-quality analytical reports and documentation to inform programme implementation and government policy.

Required Qualifications

- Master’s degree or higher in Public Health, Health Policy/Systems, Health Management, Medicine, or Reproductive Health.
- Minimum 15 years of experience in health systems strengthening, with a strong focus on family planning/reproductive health and primary health care integration.
- Demonstrated expertise in district health systems and integrated service delivery models.
- Proven ability to lead multidisciplinary technical assistance teams and engage senior government officials effectively.
- Strong analytical skills and excellent report-writing capabilities.
- Experience working in Pakistan, preferably in Khyber Pakhtunkhwa, is highly desirable.
