This role offers an exciting opportunity to provide senior-level technical assistance to strengthen the integration and performance of family planning (FP) and population stabilization services within primary healthcare and district health systems in Khyber Pakhtunkhwa (KP). The position focuses on fostering functional collaboration between the Population Welfare Department (PWD) and the Department of Health (DoH) through assessment, model development, and targeted implementation support in selected districts. The aim is to embed FP services into routine health system mechanisms such as District Action Planning (DAP), Facility Level Budgeting (FLB), and district health planning and management teams, enhancing service delivery, coordination, accountability, and sustainability.
Key Responsibilities
- Conduct a rapid assessment of current functional integration between PWD and DoH at facility, district, and provincial levels, identifying bottlenecks, best practices, and opportunities for improvement.
- Co-design a practical, sustainable, and scalable model for FP integration that aligns with existing health system structures without creating parallel systems.
- Facilitate government-led processes to operationalize the integration model, focusing on service delivery, referrals, commodity management, joint planning, budgeting, data monitoring, supervision, and capacity development.
- Provide hands-on implementation support in four districts where DAP and FLB platforms exist, working closely with district health officials, PWD representatives, and facility teams to strengthen FP service delivery and coordination.
- Support the strengthening of district technical review committees (DTRCs) and their linkage with district health planning and performance review forums.
- Embed FP services within ongoing primary healthcare reforms, including maternity, postnatal, immunization, and community health platforms such as Lady Health Workers (LHWs).
- Promote capacity building by supporting institutional partnerships between Regional Training Institutes (RTIs) and the Provincial Health Services Academy (PHSA) for sustainable training and professional development.
- Facilitate the progressive transfer of responsibilities for coordination, monitoring, and accountability to government counterparts to ensure long-term sustainability.
- Regularly travel within assigned districts to provide embedded, on-the-ground technical support and foster collaboration between PWD and DoH teams.
Required Qualifications
- Master’s degree in public health, social sciences, or a related field.
- Minimum of 10 years of relevant experience with demonstrated expertise in family planning and reproductive health service delivery and programming in Khyber Pakhtunkhwa.
- In-depth knowledge of KP’s FP service delivery landscape, including PWD and DoH platforms, contraceptive supply chains, referral systems, routine FP data, and district coordination mechanisms.
- Proven experience working with District Health Officers (DHOs), District Population Welfare Officers (DPWOs), District Health Planning and Management Teams (DHPMTs), and District Technical Committees (DTCs).
- Strong coordination, facilitation, and stakeholder engagement skills with the ability to work effectively across multiple government departments.
- Willingness and ability to travel frequently within assigned districts and work closely with district teams.
