This role involves independently managing high-value international procurement and import activities, focusing on technically complex equipment and systems sourced primarily from China and other global markets. The incumbent will oversee the entire procurement cycle—from defining technical requirements and supplier identification to commercial negotiation, contracting, shipping, customs clearance, regulatory compliance, and final delivery—ensuring seamless execution of international purchases.

Key Responsibilities

- Manage procurement of high-value equipment from China and other international suppliers.
- Identify, evaluate, and develop technically capable international suppliers.
- Conduct Requests for Quotations (RFQs), perform commercial evaluations, and lead negotiations.
- Negotiate pricing, payment terms, warranties, lead times, Incoterms, and after-sales support.
- Develop alternate sourcing strategies to mitigate risks associated with single-source dependency.
- Understand and review technical specifications for electrical, electronic, telecom, IT, networking, surveillance, and other engineering equipment.
- Collaborate closely with Engineering, Projects, and end users to ensure technical compliance.
- Support technical and commercial bid evaluations, ensuring alternatives are properly assessed.
- Manage import documentation including commercial invoices, packing lists, certificates of origin, Bills of Lading/Air Waybills, and supplier shipment documentation.
- Oversee customs procedures, classification, duties, taxes, and coordination with clearing agents.
- Ensure compliance with Pakistan’s import regulations, including permits and NOCs for controlled or restricted equipment.
- Handle banking and payment mechanisms such as Letters of Credit (LC), Telegraphic Transfers (TT), and other international payment methods.
- Calculate freight, insurance, and landed costs while proactively identifying compliance requirements before order placement.
- Demonstrate specific expertise in Chinese procurement, including supplier identification, factory assessments, negotiation with manufacturers, OEM/ODM procurement, production monitoring, pre-shipment inspections, Factory Acceptance Testing (FAT), and shipment coordination.
- Evaluate total landed cost beyond quoted prices, negotiate payment milestones, warranties, and commercial protections.
- Manage claims related to shortages, damages, and warranty issues while maintaining audit-ready procurement documentation.
- Coordinate logistics with freight forwarders, clearing agents, and suppliers; track production, dispatch, shipment, and customs clearance.
- Maintain shipment trackers, escalate delays, and develop recovery plans to ensure delivery aligns with project timelines.

Required Qualifications

- Bachelor’s Degree in Engineering, preferably Electrical, Electronics, Telecom, or a related discipline.
- Extensive experience in international procurement and imports, particularly for high-value technical equipment.
- Strong knowledge of Pakistan’s import and customs environment.
- Proven expertise in China sourcing and supplier negotiations.
- Commercially astute with the ability to negotiate multi-million-rupee/USD purchases.
- Proficient in Incoterms, international logistics, and payment mechanisms.
- Ability to review technical specifications and datasheets confidently.
- Skilled in supplier development, risk management, and independently managing complex import cases.
- Strong documentation, compliance, and audit management capabilities.

Preferred Qualifications and Benefits

Experience in sectors such as Telecom, Electrical & Electronics, IT/Networking, Surveillance, Infrastructure, Industrial Automation, Engineering Equipment, Defense/High-Security Infrastructure, Smart City projects, Transportation/Railway, and large EPC projects is highly desirable.

This position is critical to the Procurement Department’s need for specialist expertise in managing high-value, technically complex international imports. These procurements carry significant commercial, technical, regulatory, and logistical risks that exceed those of routine local purchases.

Compensation: Starting from Rs. 200,000 per month
Work Location: On-site (in person)

Candidates must meet strict eligibility criteria, holding a recognized Engineering degree. Non-engineering applicants will not be considered.
