JazzCash is seeking a Manager Regulatory Engagement to serve as the trusted liaison between the company and regulatory authorities, primarily the State Bank of Pakistan (SBP). In this role, you will lead legal and regulatory interactions, ensuring smooth communication and compliance while supporting other regulatory and public-sector engagements as needed. Reporting to the Head of Legal Affairs, you will work closely with internal teams and regulators to advance licensing and approval processes, resolve regulatory challenges, and translate regulatory expectations into actionable business solutions. Your expertise in Pakistan’s financial services and fintech landscape will be essential in driving responsible growth through sound judgment and a business-enabling approach.
Key Responsibilities
- Lead daily engagement with the SBP on legal and regulatory matters, building credible relationships across departments and representing JazzCash in regulatory meetings, consultations, and industry forums.
- Manage significant regulatory issues from initial assessment through resolution, preparing briefing notes, talking points, and evidence-based positions while ensuring commitments are assigned and closed on time.
- Lead or support applications for licenses, approvals, permissions, no-objection certificates, and product clearances.
- Coordinate responses to regulatory queries, observations, information requests, inspections, and reviews, collaborating with Compliance, Risk, Product, Finance, Technology, and Operations to ensure submissions are accurate, complete, and timely.
- Advise on regulatory implications of new products, partnerships, customer journeys, and business models across digital payments, wallets, lending, BNPL, insurance, and related fintech offerings, engaging early to embed requirements into execution plans.
- Review regulatory correspondence, submissions, undertakings, and related legal documents, providing practical, risk-based solutions that enable responsible business growth.
- Monitor emerging legal and regulatory developments, assess their impact on the business, and coordinate internal implementation of new requirements.
- Contribute to consultation responses and policy advocacy, maintain consistent regulatory messaging and records, update senior management and governance forums, and coordinate external counsel when necessary.
Required Qualifications
- Bachelor’s degree in business, finance, economics, public policy, law, or a related discipline (equivalent professional experience may be considered).
- Typically 5-8 years of post-qualification experience in banking, payments, electronic money, fintech, or financial services within a bank, EMI, fintech company, regulated financial institution, regulator, or leading law firm.
- Demonstrable experience engaging with the SBP and managing regulatory issues, approvals, permissions, or licensing processes.
- Strong professional network across Pakistan’s financial services and regulatory ecosystem, built through credible, ethical, and substantive engagement.
- Deep understanding of Pakistan’s legal and regulatory framework for digital financial services and regulated fintech products, with awareness of regulatory priorities, market developments, and industry practices.
- Strong regulatory judgment with the ability to interpret written requirements and understand the practical context regulators operate in, combined with a commercial orientation that balances risk and growth.
- Excellent stakeholder management skills, capable of building trust and handling senior or sensitive discussions with maturity; able to develop persuasive positions aligning internal and external stakeholders.
- Clear and confident communication skills, with the ability to explain complex issues in plain language.
- Proven ability to collaborate effectively across Legal, Compliance, Risk, Product, Commercial, Finance, Technology, and Operations teams, independently managing multiple matters from assessment to timely closure while maintaining high ethical and confidentiality standards.
- Based in Karachi with flexibility to travel to Islamabad and other locations for regulatory meetings and business needs; available for urgent or time-sensitive matters.
