The International Rescue Committee (IRC) is seeking a motivated and dynamic Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer to join its team in Peshawar, Khyber Pakhtunkhwa. The IRC, a globally recognized humanitarian organization founded in 1933 at the suggestion of Albert Einstein, operates in over 40 countries and 29 U.S. cities. Since 1980, it has been actively supporting vulnerable communities in Pakistan through comprehensive humanitarian and development programs. This particular role supports a protection-focused project funded by IOM, aimed at enhancing the safety, dignity, and resilience of vulnerable populations in five districts of Khyber Pakhtunkhwa by improving access to protection and legal assistance services, raising awareness of human rights, and strengthening community and stakeholder capacities.
Key Responsibilities:
- Support the MEAL Manager in implementing MEAL plans and provide real-time analytics to improve program quality and implementation.
- Develop and maintain analysis dashboards for project indicators at provincial and district levels.
- Ensure timely and accurate data collection, entry, and validation within the data management system, addressing any data quality issues.
- Review and develop data collection tools and monitoring systems that meet internal and international standards.
- Conduct regular participatory project monitoring alongside project teams, following agreed procedures and standards.
- Prepare and submit monitoring reports to the MEAL Manager and share findings with program management in Khyber Pakhtunkhwa.
- Assist program teams in tracking project progress against output and outcome indicators using standardized formats and systems.
- Support data-informed decision-making by analyzing monitoring data and findings with program leads.
- Participate in designing, collecting, and analyzing data for assessments, surveys, and evaluations as required.
- Conduct data quality assessments and audits, promoting improved data management practices.
- Represent MEAL in program review meetings and other events, delivering updates and presentations as needed.
- Facilitate the adoption of quality standards for program interventions and ensure their implementation.
- Conduct surveys and studies to evaluate the relevance, effectiveness, efficiency, and impact of interventions.
- Promote accountability by ensuring compliance with IRC policies and global humanitarian standards, including managing beneficiary feedback and complaints mechanisms.
- Collect and utilize beneficiary feedback proactively and reactively to inform project improvements.
- Maintain organized filing systems for monitoring and data-related documents, both physical and electronic.
- Lead documentation of lessons learned, coordinating with program leads, partners, and communities.
- Document and share case studies, human interest stories, and significant change stories.
- Perform other duties as assigned by the supervisor.
Required Qualifications:
- Bachelor’s degree required; Master’s degree preferred, ideally in Social Sciences, Statistics, Economics, or related fields.
- Minimum of three years’ work experience with NGOs or INGOs, including at least two years in MEAL roles within development or humanitarian sectors.
- Proven experience in monitoring, evaluation, accountability, and knowledge of Core Humanitarian Standards (CHS).
- Strong skills in quantitative and qualitative data collection, analysis, and reporting.
- Demonstrated ability to plan and participate in evaluations.
- Capacity to manage multiple tasks, work under pressure, and meet deadlines.
- Good understanding of data collection methods and data quality assurance.
- Experience with field monitoring and data collection, including willingness to travel extensively.
- Strong report writing, documentation, communication, and coordination skills.
- Commitment to maintaining confidentiality and handling beneficiary data according to IRC’s data protection guidelines.
