The International Rescue Committee (IRC) is a global humanitarian organization dedicated to responding to the world’s most severe crises. Established in 1933 at the urging of Albert Einstein, the IRC operates in over 40 countries and 29 U.S. cities, providing vital support to communities affected by conflict and disaster. In Pakistan, the IRC has been active since 1980, delivering comprehensive humanitarian and development services in partnership with government bodies and donors. The organization is committed to restoring health, safety, education, economic wellbeing, and dignity to vulnerable populations.

The IRC is launching a protection-focused project funded by IOM, aimed at enhancing the safety, dignity, and resilience of vulnerable communities in five districts of Khyber Pakhtunkhwa. This initiative will improve access to specialized protection and legal assistance, increase awareness of legal and human rights, and strengthen community and stakeholder capacities through an inclusive, community-led protection system. The organization is seeking a motivated Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer to join the Peshawar office. This role reports to the MEAL Manager based in Islamabad.

Key Responsibilities:
- Support the MEAL Manager in implementing MEAL plans and provide real-time analytics to improve program quality and implementation.
- Develop analysis dashboards for project indicators at provincial and district levels.
- Ensure timely data collection and entry into the data management system.
- Validate data for accuracy, completeness, and consistency, addressing any quality issues.
- Review and develop data collection tools and monitoring systems aligned with internal and international standards.
- Conduct regular participatory monitoring activities in collaboration with project teams.
- Prepare and submit monitoring reports to the MEAL Manager and share with program management in KP.
- Assist program teams in tracking progress against output and outcome indicators using standardized formats.
- Support data-informed decision-making by analyzing monitoring data and findings.
- Participate in designing and conducting assessments, surveys, and evaluations as required.
- Conduct data quality assessments and audits, promoting improved data management practices.
- Represent MEAL during program review meetings and other events, delivering presentations when needed.
- Facilitate the adoption of quality standards for program interventions.
- Conduct surveys and studies to evaluate the relevance, effectiveness, and impact of interventions.
- Promote accountability by ensuring compliance with IRC policies and global humanitarian standards, including feedback and complaints mechanisms.
- Collect and utilize beneficiary feedback to support informed decision-making.
- Maintain organized filing systems for monitoring and data-related documents.
- Lead documentation of lessons learned, coordinating with program leads, partners, and communities.
- Document and share case studies, human interest stories, and significant change stories.
- Perform other duties as assigned by the supervisor.

Required Qualifications:
- Bachelor’s degree required; Master’s degree preferred, ideally in Social Sciences, Statistics, Economics, or related fields.
- Minimum of three years’ experience working with NGOs or INGOs.
- At least two years of relevant experience in MEAL within development or humanitarian sectors.
- Proven expertise in monitoring, evaluation, accountability, and knowledge of Core Humanitarian Standards (CHS).
- Strong skills in quantitative and qualitative data collection, analysis, and reporting.
- Demonstrated ability to plan and participate in evaluations.
- Capacity to manage multiple tasks, work under pressure, and meet deadlines.
- Good understanding of data collection and analysis methods.
- Experience with field monitoring and data quality assurance.
- Excellent report writing, communication, and coordination skills.
- Willingness to travel extensively within outreach areas, including door-to-door visits.
- Commitment to maintaining confidentiality and adhering to IRC data protection guidelines.
